Gender Monitoring Office (GMO) is a
Public Institution with the mandate to monitor progress towards gender equality
and equity with the aim of ensuring that the fundamental principles of Gender
Equality are respected in all organs at governmental, private, non governmental
and religious levels.
GMO would like to recruit a Tem

porary
expert to compile Ministry’s and district GBS and Imihigo assessment reports
for a period of two (2) months:

Job Title
Temporary expert to compile ministry’s
and district GBS and imihigo assessment reports
Duties
  • Develop
    an inception plan of the district -and Ministries’ GBS and Imihigo assessment
    report;
  • Make
    assessment and analysis of the compliance of GBS and Imihigo to gender
    equality principles;
  • Participate
    in GBS and Imihigo monitoring field visits at district level;
  • Analyze
    of assessment reports from all districts and 16 ministries and produce a
    well written comprehensive      and consolidated
    GBS and Imihigo assessment report;
  • Produce
    advocacy papers and propose advocacy strategies;
  • Make
    recommendation on how gender budget statements and performance contracts (
    Imihigo) can best be developed and implemented;
Job Profile
The expert should possess a master’s
degree in economics, Management fields, development studies, Gender and public
administration
Qualification and Experience of job
holder
  • Should
    possess at least 5 years of working experience in gender and women
    empowerment fields and with more strategic focus on gender, responsive
    planning and budgeting;
  • Ability
    to work under pressure and with proven team building skills;
  • Should
    demonstrate excellent communication, analytical and writing skills;
  • Should
    have done related assignments previously;
  • Knowledge
    of the Rwanda Planning and Budgeting processes is a requirement;
  • Should
    be fluent in English. Good understanding of French is an added advantage;
