position of NEC Systems Supervisor at full performance and training level in
the Facility Management Section of the Embassy. The position is available to
start immediately. This position is advertised at full performance level
(FSN-8) and at trainee level (FSN-7), with different experience requirements.

The
NEC Systems Supervisor provides hands-on guidance for three highly skilled
systems operators for the comprehensive heavy industrial level
electromechanical maintenance systems for the New Embassy Compound (NEC).
Supervises the monitoring of all Building Automation System functions and
investigates anomalies discovered by the staff. Directly interfaces with the
NEC Maintenance Supervisor to combine staff expertise and address system
malfunctions.

QUALIFICATIONS
All
applicants MUST address each selection criterion detailed below with specific

- University
degree in electrical or mechanical field is required. - Five
years of progressively more responsible experience in the building
maintenance field of a modern office building or complex with centralized
heating, ventilating and air-conditioning (HVAC) system servicing 8000
square meters or more. Familiar with maintenance work on commercial or
industrial equipment such as screw chillers, building automation systems,
HVAC systems, and centrifugal pumps. Experience installing, connecting, or
adjusting thermostats, humidistats, or timers; test electrical circuits or
components for continuity, using electrical test equipment; and connect
heating or air conditioning equipment to fuel, water, or refrigerant
source to form complete circuits. In addition, minimum of three years of
experience is required for FSN-7(T). - Level
III language proficiency (reading, speaking, and writing) in English is
required. Level IV language proficiency (reading, speaking, and writing)
in Kinyarwanda is required. * - Full
engineering knowledge of modern electrical/mechanical operating systems
for chillers, cooling towers, air handling equipment, electrical
distribution circuits and equipment for automatic transfer switches, and
knowledge of established standard trade practices and industry norms.
Knowledge of interpreting blue prints, schematics, and standard industry
symbols. Must be familiar with all safety requirements in the work place. - Must
have comprehensive trade skills in the electrical/mechanical field. Must
be able to use all tools of the trade including power meters, hand tools,
and measuring devices. Must have a valid driver’s license. Must be able to
climb ladders, access crawl spaces and other tight or cramped areas. Must
have understanding of building automation computer programs and be able to
analyze and discuss complex technical issues.

chief of mission authority; and - Is

direct-hire Foreign, Civil, or uniformed service member permanently assigned or
