Terms
of reference for district field agents to monitor distribution of subsidized
fertilizer and seed and assist with recovery of MINAGRI trade credit
To
support the Government of Rwanda towards competitive private markets for import
and distribution of fertilizers, IFDC/PReFER is closely working with
MINAGRI/Fertilizer Program to monitor private trade in subsidized fertilizers.
Under this framework, PReFER provides technical and organizational support to
MINAGRI, including hiring and place District Field Agents in all or most
districts.
Under
direct supervision of IFDC/PReFER and MINAGRI and in close collaboration with
local Government authority, the Agent shall monitor purchases and sales of
subsidized fertilizers and seeds by t

raders within the district, especially
agro-dealers and distributors. The Agent will, as requested, monitor stocks of
fertilizers within warehouses owned by importers with the district.

The
Agents will provide the following services:
  • Facilitate
    the establishment of an efficient and reliable fertilizer distribution
    system within the district, including competing agro-dealers,
    distributors, and importers.
  • Advise
    MINAGRI and PReFER staff on opportunities to improve the fertilizer supply
    chain.
  • Provide
    training and assistance to agro-dealers and distributors operating in
    districts to use the IT system assigned by MINAGRI to report fertilizer
    purchases and sales to MINAGRI.
  • Monitor
    fertilizer and seed retail and wholesale sales in the district.
  • Monitor
    bank credit to fertilizer and seed traders and to farmers for seeds and
    fertilizers purchase.
  • Provide
    weekly and monthly as well as occasional reports as requested, summarizing
    fertilizer and seed trade.
  • Advise,
    guide, and assist recovery of MINAGRI trade credit through credit recovery
    mechanisms and initiatives at village, cell, sector and district levels.
  • Monitor
    retail prices, and report instances of prices for subsidized fertilizers
    Exceeding ceiling prices.
  • Report
    evidence and rumors of fertilizer smuggling from the district to
    neighboring countries.
  • Liaise
    with the District authorities (at all levels).
  • Report
    timely on challenges and difficulties encountered and suggest adequate
    solutions.
  • Undertake
    other tasks as assigned by the IFDC/PReFER and MINAGRI.
Qualifications
and Skills
Candidates
for the position will need to meet the following requirements:
  • Holder
    a bachelor’s degree in Business Management, Economics, Finance,
    Accounting, Agri-business or Rural Development Studies;
  • Have
    a minimum of 1 year working experience. Experience in fertilizer
    distribution would be an added advantage.

  • Able
    to read, write and speak English, French and Kinyarwanda languages

    to master basic computer skills (Word, Excel, Access, PowerPoint, etc).
