INTRODUCTION

The Global Green Growth Institute
(GGGI) is a new international organization committed to strong, inclusive green
growth. We assist developing and emerging countries with integrating their
ambitions for strong economic performance and environmental sustainability with
the goal of bringing about poverty reduction, job creation, social inclusion,
and climate change mitigation and adaptation.

Headquartered in Seoul, GGGI was
established by treaty in June 2012 at the United Nations Rio+20 Conference by
an initial group of eighteen nations who share the organization’s vision. As of
2014, there are total of 22 Member Countries who joined the organization.

GGGI has a diverse portfolio of
programs in developing countries around the world. These in-country programs,
together with global products and services, focus on delivering results through
an integrated approach of evidence-based green growth planning and
implementation aligned to countries’ development priorities. The organization
also focuses on knowledge development and management activities which build a
strong theoretical and empirical basis for green growth, while providing
concrete options and guidance for policymakers; as well as building the
conditions for public and private green infrastructure investments.

Current Rwanda Country Program
supports the Government in implementing the Second Economic Development and
Poverty Reduction Strategy (EDPRS2) (2013-2018), particularly to promote
designated “secondary cities” as poles of growth (Priority Area 4)
and incorporating a green economy approach to economic transformation (Priority
Area 5).

JOB DESCRIPTION

The Sector and External link
Coordinator will be seconded to the Secretariat of Urbanization and Rural
Settlement Working Group of the Government of Rwanda, and report to the Head of
Urbanization, Human Settlements, and Housing Development Division of Ministry
of Infrastructure as well as GGGI Country Representative of Rwanda. Major role
is to ensure the cross-sectoral coordination of the urbanization and secondary
cities development programs and support the rural integrated planning programs,
including:

  • Help build and operate the urbanization secretariat of
    the Urbanization and Rural Settlement Sector Working Group as a
    cross-sectoral liaison office;
  • Ensure the efficient and effective operations of the
    urbanization secretariat;
  • Ensure that all National development projects across
    sectors are shared and communicated, and well-coordinated;
  • Act as the focal point facilitating coordination across
    sectors for the development of national projects;
  • Ensure integrated and coordinated planning within the
    ministry’s agencies, as well as across sectors;
  • Develop progress reports and prepare emergency updates
    where necessary to inform superiors;
  • Maintain a detailed contact list across sectors;
  • Regularly communicate and ensure information is
    provided, including information about the National Planning Board meetings
    being held and their results;
  • Disseminate information across sectors, and ensure
    management procedures and development plans are communicated across
    sectors to ensure buy-in;
  • Follow up on the regular maintenance and updating of
    national geo-data on a shared platform

QUALIFICATIONS

  • At least a Bachelor’s Degree in any area related to the
    built environment, project management, public or business administration,
    with a minimum of four years of work experience
  • Background knowledge of urban planning and development
    frameworks and frameworks related to construction and urban infrastructure
  • Project management and coordination experience
  • High level of self-motivation, organizational, project
    management and planning skills, including the ability to juggle multiple
    tasks
  • Proficiency in Microsoft Office applications
  • Proficient written and spoken English and Kinyarwanda is
    required.
