Chemonics seeks a regional
program manager for the USAID-funded Libya Transition Initiative 2 (LTI 2).
While this position will be based in Tripoli, Libya, significant time will be
spent in secondary locations including Malta, Tunisia and Turkey. The
three-year program aims to support Libya’s efforts to build a peaceful and
inclusive democratic future that reflects the will and needs of the Libyan

Responsibilities include:
- Manage and direct development of the Tripoli program
strategy, in collaboration with the chief of party, regarding the types of
grants and technical activities being developed and the profile of
grantees and other assistance recipients, to ensure activities support the
LTI 2 program strategy - Oversee all aspects of development and implementation of
the Tripoli activity portfolio, as well as the non-partisan implementation
of each activity and achievement of outputs as stated in the grant
agreement and activity objectives - Manage grants management unit staff to ensure quality
and consistency of program implementation, attend grant and activity
kickoff meetings, and provide ongoing technical assistance and oversight
during implementation - Provide regular updates to chief of party, deputy chief
of party, and operations director, as well as to USAID/OTI, the senior
transition advisor, and other counterparts, on the number, value, successes,
and implementation status of all Transition Activity Pool activities in
Tripoli - Manage, oversee, and report on progress of all
activities in Tripoli to chief of party and the operations director, as
well as to USAID/OTI, the senior transition advisor, and other
counterparts - Security permitting, travel throughout his/her area of
responsibility, with occasional travel to other areas at the direction of
the OTI country representative or chief of party to develop relationships
with potential beneficiaries and program beneficiaries to support concept
development - Actively mentor, supervise, and build the capacity of
program development officers and grant mangement units on best practices
and successful strategies for developing high-impact, relevant, and successful
activities on a consistent basis
Qualifications:
- Bachelor’s degree required; advanced degree preferred
- Minimum three years of demonstrated experience in
project design and development preferred - Demonstrated analytical ability and understanding of the
political context in Libya, with the ability to think creatively in
conceptualizing relevant grant and technical activities - Ability to obtain knowledge from and assess capabilities
of local and international NGOs, community-based organizations, and media
outlets implementing relevant activities and programs in Libya - Ability to work independently with minimal supervision;
prioritize multiple work assignments in an extremely fast-paced
environment, meet deadlines; and exercise good, professional judgment that
communicates the established message of the LTI 2 program - Experience with stabilization, governance, outreach, and
community engagement programming preferred - Strong written and verbal communications skills
- Ability to work in a professional and cordial manner
with fellow staff members, visitors, and partner institutions, including
international and local NGOs, governmental entities, and the general
public - Experience working on USAID-funded projects and managing
grants or working on programs with grants components strongly preferred - Excellent interpersonal skills and an ability to manage
a diverse range of professional relationships essential - Experience working in Libya or similar environments and
on rapid transition programs in insecure environments desirable - Ability to travel extensively throughout Libya required,
security permitting - Demonstrated leadership, versatility, and integrity
- Fluency in English required and Arabic highly desired
