Organization Description:

The OCAD Student Union is an independent, democratically run student
organization with approximately 5000 members, incorporated as a
not-for-profit corporation. The OCAD Student Union operates a variety
of programs and ser

vices on campus at OCAD University including:
access to legal services, student advocate, campus food bank, health
food store, produce delivery program, community drop-in lunch, monthly
newsletter, radio podcast, student grants, social events, and
workshops.

The OCAD Student Union is also a representative body, advocating for
the best interests of the OCAD U Student body at large with OCAD U
administration and governance bodies and with all levels of
government. The OCAD Student Union represents the OCAD University
student population within the Canadian Federation of Students. Within
the Toronto art and design community, the OCAD Student Union is
represented by its subsidiary, Xpace Cultural Centre. Xpace Cultural
Centre is a membership driven artist-run centre supported by the OCAD
Student Union and dedicated to providing emerging and student artists
with the opportunity to showcase their work in a professional setting.

Chief Returning Officer (CRO) for the 2015 OCADSU By-Elections and
2015/2016 General Elections Position Summary:

The CRO organizes and oversees all stages of the OCAD Student Union’s
By-elections and General Elections to fill vacancies on the OCAD
Student Union Board of Directors. There are four vacancies in this
year’s by-elections, and 13 vacancies in general elections. The CRO
ensures elections are implemented fairly, according to the OCAD
Student Union Elections Policy, promotes elections on campus,
encourages students to run for vacant positions, and explains the
voting process to students. The Chief Returning Officer acts as the
first point of contact for all inquiries regarding elections, and
makes decisions and rulings on candidate conduct throughout the
campaigning and voting periods.

Reports To: OCAD Student Union Elections Committee

Working Relationship: OCAD Student Union General Manager, Student
Advocate, Administrative Assistant, and the Communications
Coordinator.

Hours of Work & Rate of Pay:

By-Elections: The position is paid a $400.00 honorarium upon
successful completion of the OCAD Student Union By-Elections from
January to February. The overall workload is approximately 30 hours
over a 4 week period of time. Full payment of which is dependent upon
satisfactory and timely completion of all duties of the Chief
Returning Officer as outlined below.

General Elections: The position is paid a $600.00 honorarium upon
successful completion of the OCAD Student Union By-Elections from
March to April. The overall workload is approximately 35 – 40 hours
over a 4 week period of time. Full payment of which is dependent upon
satisfactory and timely completion of all duties of the Chief
Returning Officer as outlined below.

Responsibilities:
• Promote and advertise OCAD Student Union elections widely across
campus with alongside the Communications Coordinator;
• Obtain a complete membership list from the Office of the Registrar;
• Distribute nomination packages around campus;
• Verify candidates’ nominations packages. Ensure that nomination
packages contain accurate information and determine eligibility of all
candidates based on information provided.
• Communicate approval of a candidate’s nomination after it has been
determined they are eligible to stand for election so they can begin
campaigning;
• Act as a resource for candidates: conduct a candidate information
session, field questions and concerns that arise during the
by-elections, advise candidates in preparing campaigning materials.
• Respond to general inquiries regarding Student Union elections in a
timely manner.
• Train and supervise the Communications Coordinator in voting procedures.
• Organize and coordinate a Meet The Candidates Event.
• Promote election days and participation as widely on campus as
possible with the Communications Coordinator. This will include
canvassing students with an iPad to take part in the voting process.
• Ensure the orderly operation of voting procedures.

Qualifications:
• Experience in elections preferred (student government, municipal,
provincial or federal);
• Must have demonstrated leadership and communication skills in order
to promote elections and encourage students to run in the
by-elections;
• Must demonstrate strong verbal and written communications skills;
• An ability to exercise critical thinking skills, good judgment and
the ability to make difficult decisions under pressure within time
constraints;
• An ability to understand OCAD Student Union By-laws, Elections
Policy and procedures in order to make informed and fair decisions
about the conduct of individuals throughout the OCAD Student Union
by-elections;
• An ability to explain and teach policies and procedures in plain
language to others participating in the OCAD Student Union
by-elections and students at-large (literature and background
information will be provided to the CRO);
• Professional work ethic, positive attitude, tact and initiative;
• Must have effective time management skills with the ability to meet
deadlines while working in a rapidly changing and busy environment;
• Must be able to demonstrate strong teamwork and communication
skills. Must be able to work in a team environment as well as
independently with minimal supervision;
• Experience working in a not-for-profit organizations, student
organizations and/or arts organizations is not essential but will be
considered an asset;
• Should be friendly, polite and professional at all times.
