enterprise, the Deutsche Gesellschaft fur Internationale Zusammenarberit (GIZ)
GmbH supports the German Government in achieving its objective in the field of
intern

ational cooperation for sustainable development.  GIZ operates in
more than 130 counties around the globe.  In Malawi GIZ has been working
for more than 30 yrs.  Malawi is a priority for German international
cooperation and currently focuses on three priority areas: education, health
and private sector development in rural areas.  In addition to our work on
these areas, we also work on public financial and economic management and
social protection.

Key
Responsibilities:  

Reporting to the Team Leader, the Technical Officers are key members of the
programme and are responsible for Ensuring a smooth flow of information between
the counterpart, GIZ and other involved stakeholders, Supporting the
coordinating role of the counterpart for the NSSP and contribute technical
expertise for the further development of NSSP, Supporting capacity enhancement
of stakeholders at various levels

Advising the
Partner Institution(s)

Provides technical advice and capacity development to Ministry of Finance,
Economic Planning and Development and other line-ministries involved in
implementation of NSSP in the following areas Monitoring and evaluation
frameworks, Standard Operating Procedure (SOP) development, Piloting in
selected districts, Targeting mechanisms, Single Registry Approaches and Capacity
Development Strategies

Networking and
cooperation: 

Supports cooperation, regular contact and dialogue with partners, relevant
organisations and individuals in the programme environment and with other
projects to improve and maintain good working relationships, Communicates local
interests and efforts, forward these and encourages sharing ideas and
information for the benefit of the programme

Knowledge Management: 
Ensures knowledge transfer for the benefit of programme implementation, Draws
up reports and presentation documents, Contributes to reports required by the
partner ministry, the Team Leader, HIZ Head Office and the German Ministry
(BMZ)

Coordination
tasks:

Assists with the general programme planning, Coordinates relevant project
activities at local level in consultation with the Team Leader, local technical
advisors and in cooperation with the partners, Compiles the relevant
information for joint activities and assignments

Required Qualifications and experience
Academic Background
Post-graduate Degree in Economics or Social Science

General working
experience: 

At least 10 yrs of working experience in social protection or social and
economic policy, Elaborated project management skills, Overview on stakeholders
in social protection in Malawi

Other knowledge, additional
competencies:

Overview on international discussion and state of the art in social policy and
social protection, Very good working knowledge of MS Office, Excellent writing
and oral presentation skills in English, Willingness to upskill as required by
the tasks to be performed – corresponding measures are agreed with
management
