Position Overview:

We are recruiting a full-time Fisheries Project Coordinator to assist
with the delivery and development of projects that support small-scale
fisheries, provide electronic, at-sea and dockside monitoring
services, and provide business planning support. The successful
candidate will also participate in fisheries planning, consultation
and assessment.

This role will include support for existing projects:
• Area A Crab electronic monitoring & biological sampling service provision
• North Coast Salmon At-Sea and Dockside Monitoring
• Online licence support for fishermen
• Fisheries business planning and development
• Social finance tools for communities
• General Skeena administration
• Other projects, as required

Background:

Ecotrust Canada (http://www.ecotrust.ca) is a federally-registered
charity with a 20-year history of working with coastal communities
across British Columbia. The Skeena office was opened in Prince Rupert
in 2010 to engage in a variety of work in the region, including
fisheries business planning, licence bank planning and support,
facilitating local and regional discussions, and delivering fisheries
monitoring services.

Ecotrust Canada is the service provider for the Area A Crab fleet’s
electronic monitoring (EM) and biological sampling programs for 2015.
The Area A Crab fleet is currently composed of 47 licenses which fish
the waters of Hecate Strait, Haida Gwaii and the Goose Bank. 2015 will
be our fifth year of delivering EM programs in Area A and our third
year delivering biological sampling programs. Our approach is to
provide an EM system comprised of software and hardware components
that are affordable and effective, and a biological sampling program
that draws on local people to collect biological data during regular
fishing trips.

Ecotrust Canada has also provided at-sea Observer programs and
dockside monitoring to various salmon fisheries operating in and
around Prince Rupert, BC since 2010 and plans to bid on contracts in
2015.

Area A Crab Program Duties:
• Coordinating with Area A EM technical and data analysis staff to
ensure that EM data is collected from EM systems, analyzed and
available and/or delivered to DFO within regulatory timelines.
• Coordinating with vessel operators to ensure required Area A crab
biological sampling trips are conducted. These duties include
organizing all deployments and ensuring Observers are trained and
designated prior to sampling.
• Organizing and checking all data that is produced from all Area A
crab biological sampling activities into a DFO approved Access
database.
• Working with Marine Monitoring Program Manager to ensure proper
administration of an Area A softshell charter.
• Documenting and tracking all EM data retrievals, biological sampling
and softshell charter data collection, and delivery of all data to
ensure data transparency and integrity.
• Support Marine Monitoring Program Manager in administration of Area
A Crab programs (this could include but is not limited to: invoicing
for service and parts, drafting communication pieces for program
partners, attending meetings with harvester and regulators).

Observer Program Duties:
• Lead Observer recruitment and training
• Build and develop relationships with harvesters, harvester
committees and Associations, and DFO for the development and delivery
of Observer at-sea and dockside monitoring program
• Coordinate deployment of Observers
• Support program staff in administration of any 2015 North Coast
salmon monitoring programs

Qualifications
• Knowledge of and/or experience working in fisheries and the marine
environment;
• Ability to work independently with a high level of self motivation
as well as the ability to take direction from managers and be a team
player;
• Proficient with computers, including working knowledge of both Excel
and Access;
• Project management experience – including supervision of staff,
management of budgets, timelines and reporting;
• Work well under pressure;
• Excellent communication skills and the ability to problem solve;
• Access to a vehicle and a valid BC Driver’s license.

Recommended Skills and Experience:
• Direct experience working with commercial fishermen on the coast;
• A fisheries science, economics, and/or fisheries management background;
• Experience with policy development and consultation;
• Proven ability to innovate and build partnerships;
• Experience working with coastal communities and First Nations
organizations and governments.

Terms of Employment: A full time position will be based on 37.5 hours
per week and will require flexible working hours (evening & weekend
work will be required). Position will be housed in Prince Rupert, BC
but travel may be required. Remuneration is semi-monthly through
Ecotrust Canada’s regular payroll system. Travel and miscellaneous
expenses, as required for job performance, are compensated according
to the organization’s policy manual.
