Specialist – Girls’ Education
Required
Qualifications:
A minimum of a
Bachelors Degree in Education development, Education Policy, International
Development or related field is required. A Masters Degree in one of the
above fields is desired.
Prior Work
Experience:
A minimum of 5 yrs
progressive
ly responsible, job-related, professional-level experience in this
field is required and a minimum of 3 yrs experience in program/project
management for education and training programs with a proven track record of
programmatic accomplishment and professional achievement. Experience must
include program management, strategic planning, and analytic skills with a focus
on girls’ education and/or early grade reading.
Language
proficiency:
The incumbent must
be fluent in both English and Chichewa and have proven ability to communicate
quickly, clearly and concisely both orally and in writing. The incumbent
must have demonstrated ability to produce professional quality technical
analytic materials.
Job
Knowledge:
In-depth
professional level knowledge of development principles, concepts, and
practices, especially as they relate to education in general to girls’
education and/or early reading specifically in Malawi and the region, is
required. The incumbent must have professional level knowledge and
understanding of the economic, political, social and cultural characteristics
of Malawi, and the economic development problems, resources, and resource
constraints and development prospects of Malawi and the region. The
incumbent must possess a good knowledge or the potential to quickly acquire
such knowledge of USG legislation, policy, and practice relating to development
assistance of USAID programming policies, regulations, procedures, and
documentation and of the methodology and status of assigned
program/projects/activities is required. The incumbent must have in-depth
professional level knowledge and understanding of the organisation and
respective roles of the different branches in the Govt of Malawi, in order to
enhance effective communication and to develop consensus on strategy and
implementation.
Skills and
Abilities :
The incumbent must
be a self starter with a proven ability to work independently with a wide
variety of individuals. The ability to plan, manage, and evaluate
programs/projects/activities is required as well as excellent verbal
communication skills, tact, and diplomacy. In addition verbal
communication skills are essential to explain and interpret Government of
Malawi attitudes, priorities, and concerns to USAID officials, and to negotiate
program/project/activity plans and resolve program/project/activity
implementation issues. Excellent writing and analytical skills are
required. Skill in developing strategies for implementation is
desired. The ability to work effectively in a Team environment is
necessary as are superior computer skills.
