Background
In April 2014, RwandaOnline (ROL) reached an agreement
with the Government of Rwanda to develop a single electronic platform for all citizens
and businesses to apply for government services.   To streamline service
delivery, especially the application process, RwandaOnline is building a single
website, on behalf of the Government of Rwanda, for citi

zens to access all
services.

Job Description
ROL is seeking a Business Development Manager who will
be responsible for the initial development and management of the roll-out plan
for the adoption and usage of the ROL Platform. The Business Development
manager will work very closely with the executive and technical teams.  
Primary roles and responsibilities include but are not
limited to:
  • – Develop and initiate a comprehensive and
    strategic business development plan for the roll-out, usage and adoption
    of the e-gov platform, including but not limited to:
  • – Manage the agency model for service delivery to
    all access points; ·        
    Manage the relationship with the call center management;
  • – Identify and develop third party relationships
    with developers
  • – Identify key planning and training issues;
  • – Identify relationship constraints between the
    back office and call center, and develop solutions;
  • – Develop and manage protocols for customer
    relations (call center, agency model and government users in the back
    office.)
  • – Budget and monitor expenses for the Business
    Development department;
  • – Create, motivate and engage the business
    development team to deliver on target
  • – Maintain a knowledge of industry and regulatory
    changes            
Qualifications   Required:  
  • – Minimum five years of related experience;
  • – Master’s degree in a relevant field from a
    recognized university (additional three years’ work experience also
    accepted);
  • – Extensive knowledge of business development within
    rural Rwandan and/or regional settings;
  • – Understanding of the IT industry, especially
    within the Rwandan context;
    ·         Excellent writing skills
  • – Ability to work under tight deadlines
  • – Fluency in English  
Recommended:
  • – Experience in conflict resolution and mediation
  • – Experience working with the Government of
    Rwanda
  • – Experience in eGovernment
  • – Business Proficiency in Kinyarwanda

The contract will be a six month probationary
contract.  Offices are located in Nyarutarama, Kigali.
