The Procurement and Stock Management (PSM) Advisor will be part of Plan Canada
team working on the Gift-in-Kind (GIK) interventions within the Global Fund,
Emergency and Medicine donation programs, covering the various aspects of
procurement planning and documentation, preparation of the logistics,
coordination of the supply chain and the support in the management of the
stock.
Reporting to the Director of Global Fund Unit, the
Procurement and Stock Management Advisor will play an important role in
guiding, strengthening and supporting Plan Canada and Plan’s global capacity
and expertise in procurement for Global Fund Unit, Emergency Department and
Gifts In Kind.

This position is based in Toronto/Ottawa, Ontario,
with frequent trips to the field to different Plan Country Offices.

Major responsibilities:

guidelines in line with Plan policy documents and Global Fund requirements

international and in country procurement (acquisition, transportation and
storage) during Long Lasting Impregnated Nets distribution

Emergency Interventions (40%)

- Providesupport to
the emergency team for logistic/procurement operations with WFP, UNICEF,
UNHCR etc.; this includes acquisition, warehousing, transportation,
commodity tracking, reporting etc. in the field and/or remotely, - Providesupport to
the emergency team through field deployments for logistic operations for
rapid-onset emergencies like floods, earthquakes etc., focusing on GFD,
NFI, camp management etc. - Proved support to the COs in trainings and other
capacity building activities related to emergency procurement, logistics,
planning of resources etc.
3.GIK in Medicine
Donations (25%)

- Develop concepts and proposals using drugs and
other commodities as a resource to implement emergency, transition and
development projects. This entails needs assessments, project design, and
proposal writing. - Provide technical support to identify appropriate
donor/agency/charity, willing to provide requested drugs/ supplies. - Provide technical support to follow-up with the
DFATD application for the Donations of Medicines Program. - Use GIK as public relations tool with government
and other agencies. - Manage the tracking of all commodities from point
of origin to destination, providing logical flow systems of waybills and
other legal documents to support the tracking. - Ensure filing of claims for loss or damages,
documenting such losses and verifying unfit commodity disposal according
to the procedures or expectations of the Donor and Plan. - Ensure adherence and best practices policy
compliance and good practices and sound policies for GIK program at Plan. - Provide technical support to Plan COs to make
sure they are ready for customs clearance, storage and distribution of the
shipped medicines - Design, as necessary, and implement an orderly
voucher and physical system for the controlled dispatch of commodities
from warehouses under the supervisor guidance. - Prepare GIK and cash pipeline projections and
other analysis as a basis for planning and decision making by Plan Canada
management team, CO management team and/or Donor - Provide technical support to organize logistics
for the shipment of drugs to the Plan COs.
4. Reporting, Documentation and Capacity Building

but rather be an individual contributor as part of a wider team with specific
accountabilities within a team. If individual is a people leader both team
size, budget and projects/program scope will be at departmental level impact.

framework at a minimum 10% of time. Budget and number of staff can be directly

Skills/Experience/Qualifications
– Must have at least seven years professional experience in commodities
programming, pharmaceutical supply chain management and logistics, preferably
within the nonprofit sector

Master’s degree in Business, Public Administration,
Finance, Economics or development related field. Complimentary qualifications

Good familiarity, networking and working relationships
