Background
The United Nations Development Programme (UNDP) is
supporting Malawi’s electoral process through the Malawi Electoral Cycle
Support Project. In its 2012-2017 Strategic Plan the Malawi Electoral Commission
(MEC), an independent electoral management body mandated to administer, conduct
and supervise Malawi’s elections identified that the current structure of the
organization should be reviewed. A comprehensive study had been conducted in
2008 to establish a baseline for such an organizational restructuring, however,
since that time the recommendations of the report were not able to be
implemented. While the 2008 report maintains much of its value, after the
experience of two general elections (2009 and 2014) the report requires
updating based on the experience and lessons learned from the intervening
period.

experienced institutional analyst or change management specialist. Ideally, but
not essential, the contractor will have had some prior experience with
electoral management bodies.

Duties and Responsibilities

Working under the overall guidance of UNDP and MEC,
the contractor will carry out the following:

- A desk review of the 2008 Report, Electoral
Commission Act and other studies and analysis on the mandate, structure
and performance of the MEC; - Research and identify any comparative experiences
in other countries that could be relevant for experience sharing with
Malawi; - Meet with key interlocutors from the MEC,
Government, development partners and other stakeholders to incorporate
their views, analysis and recommendations; - Conduct in-depth interviews with MEC
Commissioners and senior Secretariat managers; - Revise and update the 2008 Report, incorporating
salient analysis and recommendations; - Prepare a capacity building plan;
- Prepare an implementation report of key
activities, addressing sequencing and suggested schedules; - Deliver a presentation on the main updates of the
report.

Required Skills and Experience
Education:
- An advanced degree (Masters) in Business
Administration, Human Resource Management, Organizational Psychology or
Public Administration or equivalent professional experience.

- A minimum of ten years of functionally related

analysis and design; - Experience in electoral management bodies;
- Demonstrated experience in institutional
development and change management; - Demonstrated experience in organizational design
and analysis; - Demonstrated experience in strategic planning
activities; - Experience working in Africa and with national
institutions; - Demonstrated experience in the preparation and

Duration of the Consultancy
- The assignment is expected to take 2 weeks
effective from the signing of the contract and payments will be based on
deliverables as defined under section III above.
Payment Modalities:
- Payment to the contractor will be made upon
certification of satisfactory completion by the Senior Election Advisor of
the Project.
Financial proposal: Contracts based on daily fee:
- The financial proposal will specify the daily
fee, travel expenses and per diems quoted in separate line items, and
payments are made to the Individual Contractor based on the number of days
worked.
Travel:
- All envisaged travel costs must be included in
the financial proposal. This includes all travel to join duty station in
Blantyre, Malawi /repatriation travel. Transport within Malawi will be
provided by UNDP.

The contractor will be evaluated against a combination
of technical and financial criteria. The maximum score is 100% out of a total
score for the technical criteria that equals 70% and 30% for the financial
criterion.
