Program Manager

Reporting to the Senior Program Manager, Emergency
Response team, the Program Manager will contribute by expanding the portfolio
through developing new projects and the management of an assigned grant
portfolio ensuring the effective implementation of quality programming and
donor compliance.
The position is based in Toronto, Canada with frequent
travel to Plan field offices.
Development and Fundraising
• Develop concepts and pr

oposals for humanitarian assistance. This entails
conducting needs assessments, project design, and proposal writing.
• Be familiar with and collaborate with potential donors (including, World Food
Program, DFATD, UNICEF, UNHCR etc) and partners to identify and develop new
projects and programs.
• Participate in the creation a sustainable growth plan for the Humanitarian
Assistance portfolio.
• Provide support to other projects as required.

Oversee:
  • Monitor assigned projects to support Plan field
    offices in understanding and adhering to donor agreements and Plan
    compliance guidelines
  • Maintain regular communications with Plan field
    offices and donors; visit project sites as required.
  • Ensure quality program implementation of approved
    projects
  • Work closely with Plan field office staff to
    compile and write progress reports to donors in accordance with donor
    requirements; help formulate, review and revise annual project workplans
    and periodic evaluations
  • Work with Compliance managers to review and
    oversee relevant budgets and financial reports for donors
  • Contribute to the team’s shared systems and tools
    to ensure best practices in program management
People Leadership and Managerial Responsibilities
The Manager position often will not have people
leadership but rather be an individual contributor as part of a wider team with
specific accountabilities within a team. If individual is a people leader both
team size, budget and projects/program scope will be at departmental level
impact. Where individual is accountable for a team, this person is directly
responsible for the management of that team and is reflected on his/her
performance framework at a minimum 10% of time. Budget and number of staff can
be directly correlated to scope of portfolio. Role includes full accountability
for recruitment, hiring, setting performance expectations, and managing
performance, promotion, demotion and discipline up to and including termination
in line with organizational policy and adherence to legislative requirements
including ESA and Human Rights Code. Leadership includes the management of:
temporary, contract, intern, volunteer or permanent staff.

• Ability to review, synthesize information and produce quality reports and
proposals as per donor requirements
• Familiarity with Results Based Management (RBM) and a basic understanding of
financial management
• Familiarity with rights based programming
• Strong interpersonal skills to work effectively in a collegial manner in a
team based context
Requirements §
• A minimum of 3-5 years’ experience in international
development project management and development
• Exceptional oral and written communications skills
• Must speak, read and write in English
• Able to communicate in French would be considered an asset
• Demonstrated ability to review and synthesize information and produce
appropriate reports
• Master’s degree in relevant area and/or equivalent work experience
• Ability to travel internationally (a valid passport will be required)
• Excellent computer skills using Microsoft Office (Word, Excel and Power
Point), MS Project and internet use
