The Office of the
Chief Electoral Officer, Operations Cluster, seeks an innovative and motivated
leader to manage the strategic development, implementation and delivery of
electoral event communication and education programs that support electoral and
referenda events in Ontario.

You will:

  • manage
    the planning, development, administration and delivery of election
    communications strategies, plans and projects focused primarily on
    marketing and advertising initiatives, public education and outreach programs;
  • manage
    the development and implementation of marketing and advertising
    initiatives, including the preparation of advertisements and promotional
    materials;
  • design
    and deliver corporate marketing campaigns and materials during the
    election as well as between election periods;
  • manage
    the development and implementation of ongoing public education programming
    and outreach initiatives that inform and educate stakeholders, including
    electors, special interests groups, the media, political parties and
    candidates and the general public;
  • manage
    the development and production of information packages and educational
    materials aimed at new electors;
  • ensure
    that Elections Ontario is compliant with all relevant legislation,
    including the French Language Services Act and the Accessibility for
    Ontarians with Disabilities Act;
  • develop
    and implement policies, procedures and performance standards and
    monitoring processes for public education and outreach initiatives;
  • manage
    the review, monitoring and evaluation of event delivery practices and
    procedures at Elections Ontario and in other jurisdictions in order to
    identify opportunities for the introduction of technological, administrative,
    logistical, communication and resource management solutions to improve
    efficiency, accuracy, integrity and service;
  • support
    the development of innovative event delivery solutions and prepare
    supporting business cases for the introduction and integration of
    recommended solutions;
  • lead
    the establishment and management of stakeholder relationships with a range
    of special interests groups, ensuring their needs and requirements are met
    and that Elections Ontario is in compliance with the Accessibility for
    Ontarians and Disability Act and the Human Rights Code;
  • lead/participate
    on various committees and coordinate the development and evaluation of
    policies, initiatives, projects to address policy/project related issues
    and concerns;
  • manage
    special projects of varying size and complexity; and
  • manage
    the work of unit staff and prepare and manage unit budget.


Qualifications: 

  • demonstrated
    knowledge of and experience in applying communications planning practices,
    methodologies and techniques as well as marketing/advertising best
    practices in order to develop, implement and maintain electoral event
    communication strategies and programs;
  • highly
    developed management, leadership and administrative skills to manage staff
    and the day-to-day activities of the unit, to provide operational and
    functional guidance and to prioritize work;
  • expertise
    in developing and implementing advertising and marketing campaigns;
  • demonstrated
    knowledge and experience applying strategic planning and management
    principles, theories, policies and practices to develop policies, plans,
    procedures and protocols for communications and education/outreach
    functions;
  • demonstrated
    experience in designing and supporting innovative, successful public
    education and outreach programs;
  • knowledge
    and understanding of the Election Act, Election Finances Act, French
    Language Services Act, Accessibility for Ontarians and Disability Act and
    the Human Rights Code;
  • demonstrated
    project management skills to manage project teams and individual
    consultants/contractors; 
  • budgeting
    skills to plan/manage special projects of varying size, as well as project
    and unit budgets;
  • highly
    developed consultation and relationship management skills;
  • highly
    developed oral/written communications and interpersonal skills;
  • demonstrated
    analytical, problem solving, research and organizational skills; and
  • familiarity
    with EO’s corporate business strategies, operational plans and goals and
    related policies, guidelines and legislation.
