UNICEF WASH Specialist (Hygiene Promotion) Job Vacancy in Lilongwe, Malawi

Purpose of the Position
Under the
guidance of the Chief of WASH be responsible for the planning, implementation,
monitoring and evaluation of UNICEF WASH support to the Open Defecation Free
(ODF) Malawi particularly with regard the sanitation marketing component. The
ODF Malawi strategy includes CLTS, support from local leaders, hygiene
promotion, sanitation marketing, publicity and improved verification. The ODF
Malawi strategy will contribute to improved sanitation and hygiene behaviour at
household and institutional level (schools, CBCCs etc) through effective
mobilisation and promotion strategies. The sanitation marketing component will
include support to the scale up of sustainable business model for providing
stronger latrines at affordable prices in rural Malawi. Other areas of
responsibility include support to public private partnership on sanitation and
hygiene promotion, communication strategy for greater publicity on ODF Malawi
integration of sanitation marketing with CLTS, increased role of local leaders
in supporting ODF villages/TAs and sanitation marketing, scale up of School Led
Total Sanitation (SLTS) for schools and construction of strong latrines in
CBCCs using sanitation marketing entrepreneurs. He/she will work closely with
the ODF Task Force, district staff and relevant institutions for promotion,
product design/development, training and certification. Under the guidance of
the Chief of WASH , the post holder will also participate in enhancing sector
level dialogue for developing relevant WASH policies and strategies such as
Open Defecation Free Malawi and Drinking Water Quality Monitoring, supporting
mechanism for sector dialogue for reforms and improving WASH Swap, facilitate
knowledge management, research and evidence based information for advocacy in
the context of International human rights for the development and achievement
of Children`s rights to safe environment and right to the highest attainable
level of Health.

Results
1. Timely
sectoral analysis, input, support and collaboration to the Situation Analysis
and its periodic update made for effective programme planning, development and
management, with special focus on sanitation, policy dialogue and knowledge
management.
2. Knowledge
management effectively promoted through drafting/finalizing key WASH sectoral
programme documents and reports, sharing good practice, lessons learned, and
knowledge/information exchange related to ODF Malawi and sanitation marketing.
3. Quality
of rights-based WASH programmes effectively promoted, and coherence, synergy
and value added to programme management process through results-based
management and strategies.
4. Sectoral
work plan and activities formulated, implemented and monitored, ensuring
alignment with the defined programme strategies and approaches. Programme
monitored with special attention to gender/sex disaggregation of relevant
indicators.
5. Programme
delivery, evaluation and reporting carried out efficiently, rigorously and
transparently in compliance with the established guidelines and procedures.
6. UNICEF`s
global goals effectively promoted through advocacy and policy dialogue in the
WASH sector.
7. Proper
and timely UNICEF and Government accountability ensured regarding supply,
non-supply and emergency assistance as well as disbursement of programme funds
for the WASH sector. 8. Effective communication and networking achieved through
partnership and collaboration including support to the IASC WASH Cluster.
Qualifications
of Successful Candidate
  • Advanced university degree in one of the
    disciplines relevant to the following areas: Public Health, Civil
    Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation
    Engineering, Marketing or a field relevant to international WASH related
    development assistance.
  • Additional training in Health Education or
    Communication for Development (Programme Communication), an asset.
  • Five years of relevant responsible
    professional work experience on marketing in the UN or other international
    development organization, national government or the private sector. Field
    work experience essential. Background/familiarity with Emergency
    (preparedness and response) and the IASC Cluster approach an advantage.
  • Fluency in English and another UN language.
    Chichewa an advantage.
  • A first level university degree with a
    relevant combination of academic qualifications and experience may be
    accepted in lieu of the advanced university degree.
