Project
Description:
FANTA
improves nutrition and food security policy, strategy and programming, and
provides technical support to USAID and its partners, including host country
governments, international organizations and PVO implementing partners. Focus
areas for technical assistance include maternal and child health and nutrition,
HIV and other infectious diseases, community-based nutrition programs and
interventions, food security and livelihood strengthening, and emergency and
reconstruction. FANTA develops and adapts approaches to support the design and
quality implementation of field programs, while building on field experience to
improve and expand the evidence base, methods, and global standards for
nutrition and food security programming. The project, funded by USAID, is a
five-year cooperative agreement.
Position Description:
The Project
Manager, Nutrition and HIV, Malawi, based in Lilongwe, works closely with the
Office of the President and Cabinet (OPC), USAID/Malawi, FHI360’s Country
Office and implementing partners ASSIST and LIFT to provide technical support
to the National Nutrition and HIV/AIDS Program on integrating Nutrition
Counseling, Support and Treatment (NCST) into HIV and TB services and in
developing and supporting strategic and operational capacity of national and
regional bureaus in nutrition and HIV/TB. In the initial phase of
implementation, the Project Manager will provide technical support to learning
sites in Balaka and Karonga with the aim of establishing the bases from which
integration of NCST interventions can be expanded to other regions. At a
national level the Project Manager will assist in the review of documents
related to nutrition and participate in national nutrition and infectious
diseases (HIV/TB etc.) working groups. The Project Manager will update and
revise processes and inputs to ease the integration of NCST into pre-service
and in-service training material and tools development, supervision and
mentoring of NCST services. The Project Manager will support the OPC’s
coordination of other nutrition activities such as Malawi’s participation in
the Scaling Up Nutrition (SUN) movement.
Essential
Job Responsibilities:
The Project
Manager, Nutrition and HIV, Malawi is based in the Office of the OPC,
Department of Nutrition, HIV and AIDS. The position is under the operational
management of the FHI360 Malawi Country Office and under the technical
supervision of FANTA Technical Advisor for Nutrition and HIV, based at
Headquarter.
The Project
Manager will provide technical and managerial support to implement the
following activities:
1- Linkages
and Coordination: in liaison with FHI360 Malawi Country Office, OPC, MOH and
other partner organizations working on NCST:
  • Provide technical support in the organization
    of the national Nutrition and HIV Subcommittee meetings including setting
    up meeting agendas, documenting, and disseminating meeting minutes and
    recommendations
  • Support the Nutrition and HIV Subcommittee to
    prepare operational plans that carry out meeting recommendations
  • Respond to requests from the OPC, MOH and
    other partners for the development/revisions and dissemination of
    technical resource materials including guidelines, training manuals,
    curricula, job aids
  • Develop reports, concept notes, work plans and
    other materials to support to the design and implementation of nutrition
    programs
  • Draft NCST components of policy, strategy,
    program and training documents
  • Technically review OPC and MOH documents to
    ensure nutrition components are incorporated and technically sound
  • Work with the HIV Subcommittee and with other
    FANTA staff and consultants to revise and update national nutrition and
    HIV guidelines, training materials, provider and client support materials
    as developed by the OPC, MOH and FANTA
  • Participate in the national Nutrition
    Technical Working Group
  • Participate in the national Nutrition

  • Support OPC/MOH in coordinating the
    integration of NCST into related health programs at national, regional and
    local levels
  • Establish effective and productive working
    relationships with implementing partners
  • I dentify barriers and challenges to effective
    programming, and facilitate identification and sharing of appropriate
    measures to address these challenges

  • Provide coordination support to specific
    nutrition activities such as those related to the SUN movement
2- Advocacy:
Work with OPC/ MOH and FANTA counterparts to ensure the implementation of
annual plans through the following activities:
  • Provide technical support to OPC/MOH in
    developing and disseminating Social and Behavior Change Communication
    strategies and messages targeted to stakeholder groups such as
    policymakers, program managers, civil society and local communities
  • Provide technical assistance to OPC/MOH in
    developing nutrition policy analysis and advocacy that increase investment
    in nutrition and HIV and accelerate the achievement of Millennium
    Development Goal 6 on HIV/AIDS, malaria, and other diseases
3- Training
and Capacity Strengthening: Support OPC/MOH and partners in planning,
facilitating and supervising trainings through the following:
  • Work with partners in developing training
    material to support the implementation and integration of the NCST
    approach at a national level, focusing on two districts Balaka and Karonga
    as learning sites
  • Support the identification, revision and,
    where necessary, development of NCST tools and resources such as nutrition
    assessment tools, counseling tools and job aides for health care providers
    who provide NCST services to PLHIV and TB
  • Working with LIFT, build/strengthen linkages
    between clinic and community based settings to promote the comprehensive
    care of PLHIV and TB
  • Working with ASSIST, establish quality
    improvement systems in selected learning sites in Balaka and Karonga
  • In collaboration with the MOH, provide
    technical leadership in incorporating and strengthening NCST into skills
    building curriculums for community-based health workers with the aim of
    incorporating nutrition care into other community-based HIV services in
    learning sites in Balaka and Karonga.
  • provide technical support to OPC/MOH and
    regional government partners to train trainers in clinical nutrition care
    for people living with HIV and/or TB using the national materials.
  • Identify opportunities to develop networks and
    partnership with academic facilities to integrate NCST as part of
    pre-service curriculums in medical, nursing, nutrition and public health
    degrees

Monitoring and Evaluation and Quality Improvement: Work with ASSIST to:
  • Support the integration of nutrition M&E
    and quality indicators into the national HMIS and quality improvement
    systems
  • Collaborate with OPC, MOH, ASSIST, LIFT, and
    other partners in developing quality improvement standards and approaches
    that strengthen the quality of clinical nutrition services.
  • Support the integration of those quality
    standards and approaches into the services implementing NCST.
  • Work closely with OPC’s M&E Team, FANTA
    staff and with partners to identify nutrition and HIV related indicators
    and integrate them into existing national HMIS
  • Explore and support the implementation of
    different communication strategies/mechanisms to ensure that lessons
    learned and best practices are well documented and used for planning and
    decision making for nutritional interventions

Minimum
Requirements:
  • Bachelor’s degree in nutrition, medicine, or
    related public health discipline; advanced degree strongly preferred.
  • 5-8 years of work experience, including at
    least two years of technical and programming experience in nutrition or
    HIV programs or equivalent combination of both education and experience.
  • Experience in nutrition, maternal and child
    health, food security and/or HIV programs, including technical assistance,
    program design and management, research, and/or policy development and
    analysis
  • Experience with USAID-funded programs
    preferred. Experience with health and nutrition activities in Malawi or
    other countries in southern Africa is preferred
  • Experience in the technical, financial, and
    administrative management of country-level technical activities such as
    training programs and guideline development.
  • Experience working closely with Ministries of
    Health and government health systems.
  • Knowledge of the Malawian health system and
    HIV program is a plus
  • Excellent written and spoken English
  • Demonstrated ability to write effectively for
    a range of audiences and purposes, e.g. strategies, policies, operational
    plans, tools and materials for health service providers, guidelines, work
    plans, training materials and reports
  • Strong training skills in technical topics for
    trainers and service providers
  • Strong oral presentation skills on technical
    topics for varied audiences, including policy makers, program managers,
    service providers, and technical experts
  • Ability to solve problems creatively,
    multi-task and work as a member of a team
  • Excellent organizational skills and attention
    to detail; ability to establish priorities, meet deadlines, and manage a
    variety of tasks with accuracy
  • Ability to work effectively and
    collaboratively with government partners, UN agencies, PVOs, and other
    partners
  • Ability to translate technical information
    into practical guidance and tools and effectively communicate these using
    print, electronic, and presentation media
