Drew CARES International is seeking qualified candidates for an immediate
opening in the positions of Strategic Information Systems Manager (SIS
Manager) and Social Worker.
1.
Strategic Information Systems Manager (SIS Manager)
FLSA STATUS:
Full-time, Conditional
Start date: July 1, 2013
Duty Station: Kigali, with frequent field trips.
Under the leadership of the Country Director oversees activities related to the
collection and management of patient data, monitoring and evaluation data, as
well as IT Systems administration. The SIS Manager is responsible for
aggregating the data to be reported to donors, partners, and Government of
Rwanda agencies.
The SIS Manager establishes and maintains collaborative relationships with
counterparts in government, multi lateral and bi-lateral donor agencies and
civil society to address emerging issues related to strategic information
systems.
Essential Duties and Responsibilities:
• Install and
maintain IT infrastructure for all DCI supported sites.
• Develop and manage database(s) of patient records and other program-related
data from multiple sites
• Train DCI staff and partners on use of database(s) as well as IT where
needed.
• Provide ongoing technical support for use of the database(s)
• Understand and respond to data needs of various stakeholders in the project,
including but not limited to providers of HIV testing, clinical care,
psychosocial care, laboratory, pharmacy, donors, and GOR agencies
• Monitor accuracy of incoming data
• Provide feedback to data providers
• Prepare data for reports to be submitted to donors, partners, and GOR
agencies
• Submits monthly reports to Country Director in a timely fashion
• Establish and maintain favorable working relationship with other clinical
partners, such as RDF, MOH, RBC, and other organizations
• Represent DCI in external meetings, technical working groups, conferences or
workshops with other partners, when requested by the Country Director
• Automate forms and reporting tools; monitor and update as needed
• Advise on purchase of hardware and software
• Train DCI staff and RDF staff on use of computers and software where needed
• Provide technical support on use of computers and software
• Prepare and organize trainings as needs arise.
• Document success stories based on evidences.
• Perform other related duties as assigned/or requested.
Qualifications/Requirements:
EDUCATION:
A0 in Information
Technology; Information Systems; Informatics and related fields;
EXPERIENCE:
• A minimum of 3
years in IT Management, that include 2 years minimum in Monitoring and
evaluation
• Demonstrated understanding of how health-related data relate to program
effectiveness and patient care
• Shows initiative and can work independently, but also works well with others
• Systematic; detail-oriented; very organized
• Previous experience in health setting is preferable;
• Experience with electronic medical record is an asset.
SKILLS:
• A wide knowledge of transactional databases (e.g: MySQL, SQL Server, SQLite)
• Ability to create web based applications.
• Ability to teach others the following:
o the aggregation of data;
o management of databases;
o creation of new fields in databases;
o running queries;
o transfer of data between different software;
o calculation of basic statistics, such as mean, mode, median, frequency;
o creation of graphs and tables
• Must speak, read, and write English, and preferably, also French and
Kinyarwanda

Social Worker
FLSA STATUS:
Full-time, Conditional
Starting: July 1, 2013
Duty station: Mukamira-Nyabihu District
Under the leadership of DCI Clinical Services Director, the Social Worker
will perform the following duties;
• Provide on-site counseling services to patients on a daily basis
• Participate in case conferences with the clinical staff at the site
• Identify PTSD cases and provide trauma counseling
• Provide counseling to clients with depression and/or alcohol abuse
• Organize conjugal counseling programs for infected families having HIV/AIDS
related conflicts
• Conduct pre- and post-test VCT counseling
• Produce activity report on a monthly basis
• Educate patients on positively living and behavior change
• Demonstrate empathic abilities to deal with emotionally affected patients
• Update and manage psychosocial dossiers
• Perform other related duties as assigned.
Qualifications/Requirements:
EXPERIENCE:
• Should at least have an A2 (or above qualifications) Diploma in Social
Sciences or psychology.
• Experience in counseling skills especially trauma counseling
• Knowledge of ARV(T), PMCT, and VCT
• Ability to maintain personal dignity and dignifying others
• Demonstrate excellent interpersonal communication skills
• Ability to read/write Kinyarwanda , English and/or French
• Ability to work under minimum supervision
• Computer literacy required (MS Word, Excel, Internet and E-mail)
