World Vision (WV) Project Director – Project to Combat Child Labour Job Vacancy in Rwanda

Use your
background in knowledge of child labour issues and experience in project

The Project
Director
will have overall responsibility of an anticipated United States
Department of Labour (USDOL) project to combat child labor in tea-growing areas
in Rwanda. This includes overall responsibility for project management,
supervision, administration and implementation of the cooperative agreement.
S/he will have principal responsibility for representation of the project to
the USDOL. The Project Director will serve as representative of the project and
will be responsible for the activities and all long-term and short-term
personnel under this grant. The Project Director will establish and maintain
systems for project operations; ensure that all cooperative agreement deadlines
are met and targets are achieved; maintain working relationships with project
stakeholders including subgrantees and or subcontractors; and oversee the
preparation and submission of technical and financial reports to USDOL. The
Project Director shall have a keen understanding of the unique political
dynamics and will work carefully and collaboratively to support the various
political entities in Rwanda. The Project Director should embrace the shared
USDOL vision for the project and effectively manage available financial and
human resources to make that vision a reality.

track record in a fast paced, complex and ideally global organisation, you will

SOME
RESPONSIBILITIES:

• Direct and oversee
World Vision’s work in an assigned programme of more than US$10 million,
ensuring that all programme goals are met through proper design, staffing, and
implementation.

• Organise and
direct the work of local staff and short-term advisors. Provide supervision,
training and performance appraisals.

• Develop and
maintain an adequate human resource plan consistent with WV policies, donor
requirements (such as A-110, A-122, A-133, 22 CFR 211, etc.) and local laws.
Ensure proper technical capacity of staff to manage complex government funded
projects.

• Manage
grant/project budget within approved spending levels and ensure accurate and
timely financial reports to donors and WVUS International Programs Group
headquarters staff.

• Liaise with host
government officials; coordinate and collaborate with top-level officials of
the Ministry of Public Service and Labour, Ministry of Education, and other
agencies related to the programme. 

REQUIRED SKILLS
INCLUDE:

• Master’s degree in
a related field, or a Bachelor’s degree with commensurate experience (10+
years) required.

• Minimum 5 years of
experience in project management, supervision, administration, and implementation
of grant, cooperative agreement and contract requirements (including meeting
deadlines, achieving targets, and overseeing the preparation and submission of
required reports).

• Knowledge of child
labour issues and experience in transitional, formal and vocational education
of children removed from child labour and victims of worst forms of child
labour essential.

• Experience in
implementation of complex education programmes in developing countries in areas
such as education policy, improving educational quality and access, educational
assessment of disadvantaged students, development of community participation in
the improvement of basic education, and monitoring and evaluation of basic
education projects.

• Extensive travel
required; must be willing to travel and work for periods of time to field
project sites, including rural sites with few amenities.

• Fluency in English
required.
