ISLG Master Training of Trainers, Backstopping and Mentoring, & MIS Data
Clean Up

The savings groups´ methodology, internally referred to as Integrated Savings
and Lending Groups (ISLG) is one of the approaches CHF International uses to
build assets and increase resilience among low income and vulnerable
populations. The ISLG model has been used by CHF International in Rwanda,
Southern Sudan with a variation of the model, referred to as Asset Building
Groups (ABG), in Ethiopia.  Promotion of savings groups have become a
cornerstone of CHF economic assistance programs, particularly targeting low
income and vulnerable households, and as a basis for building their assets to
prepare them for higher level integration into economic activities.

In order to strengthening ISLG management and reporting CHF International
Rwanda wishes to hire an individual consultant to support CHF International
Technical Officers  and Partner staff  to operationalize its Field
Officer Toolkit in the context of existing project plans.

 
Besides brief reports, concepts, proposals, and minutes, key deliverables
expected in this assignment are:

1. ISLG Workplans for the two CHF projects – Ejo Heza (EH) & Higa Ubeho
(HU) that clearly harmonize the standards of the ISLG Methodology and existing
project expectations, goals and targets, and
2. ISLG Projects Management Tool Updated Monthly

Armed with these workplans, the consultant will work the CHF´s ISLG Technical
Team in a process that will involve mentoring, coaching, as well as guiding the
team and the RPO Coordinators and Field Officers on the ground.  After the
proposed consultancy period, the plan is to have the Technical Team carry on the
work of managing the ISLG projects unaided.

Objective
The overall objective of this assignment is to support CHF International and
Partners in developing well managed ISLG´s that report accurately on the SAVIX
system.

Tasks
The main tasks to be carried out under this consultancy are:
1. Conducting a Master Training of Trainers (TOT) for CHF Technical Officers
and RPO Coordinators & Field Officers
2. Backstopping and Mentoring of CHF Financial Service Officers and RPO Field
Officers in implementing their work plans arising out of the TOT
3. MIS Data Clean-up for SAVIX
4. Develop a plan for introducing Passbook-only ISLGs as part of the strategy
for simplifying record keeping for ISLGs
5. Develop a concept and pilot plan for introducing Fee-for-service Village
Agents
6. Monthly ISLG Projects Management Team Meetings
Profile of the consultant
• Masters degree in education, social science, economics or international
development with a minimum 7 years of work experience in adult education,
savings and/or microfinance.
• Demonstrated communications experience in documenting and writing guides,
manuals and publications for field implementation.
• Knowledge of global trends in the microfinance, savings and financial
education, sector with a particular focus on the East African region.
• Practical experience in managing savings groups will be an advantage.
• Practical exposure to the SAVIX MIS
• Fluency in reading, writing and speaking English; French and/or Kinyarwanda
is a plus.
• Experience working with international organizations.
