Global Communities is seeking a Livelihoods Expert
(Child Labor) for an anticipated a four (4) year, $5 million dollar Department
of Labor program in Rwanda (Africa). This program will focus on supporting
Rwanda’s efforts to significantly reduce child labor in the production of Tea.
The project will work with local entities and build on existing efforts to
reduce the worst forms of child labor, including programs to protect orphans
and vulnerable children (OVC) between the ages of 5 and 17 years, increase
access to education and promote economic opportunities for Rwandan households
most vulnerable to the worst forms of child labor. While the program will focus
on reducing child labor in the tea sector, it will take an area-based approach
that also addresses child labor in other sectors in 11 tea-producing districts.

The Livelihoods Expert is responsible for
developing strategies that address identified obstacles to sustainable
agricultural livelihoods among Rwandan households to reduce child labor in the
production of tea ; developing and implementing strategies to link
beneficiaries to existing livelihoods services or programs ; and strategies for
actively promoting and securing the commitment and ownership of government and
other local stakeholders for proposed livelihoods services in order to enhance the
likelihood that effective services or models will continue beyond the life of
the project.

Qualification:
- Minimum of five (5) years of experience in a
leadership position responsible for developing livelihood interventions
and the technical aspects related to the Applicant’s proposed strategy,
including skills training, micro-lending, micro-savings, employment
generation, alternative/additional income generation, youth employment and
social protection. - Experience in projects promoting livelihood
interventions, as applicable. - Experience working successfully with
government agencies and private organizations engaged in promoting
improved livelihoods for households and the provision of social protection
services. - Understanding of child labor issues, including
youth employment and OSH. - Experience working with employers’
organizations, trade unions or other civil society organizations. - Bachelors’ degree in a relevant field;
- Experience in Rwanda and/or East Africa and
knowledge of child labor issues in the production of tea a plus; and - Fluency in English is required, and working
knowledge of French and Kinyarwanda is preferred.
