Overview:
Founded in 2002, by President William J. Clinton, the Clinton Health Access
Initiative (CHAI) is a global health organization committed to strengthening
integrated health systems around the world and expanding access to care and
treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business
oriented strategy can facilitate solutions to global health challenges, CHAI
acts as a catalyst to mobilize new resources and optimize the impact of these
resources to save lives, via improved organization of commodity markets and
more effective local management. By working in association with governments and
other NGO partners, CHAI is focused on large scale impact and, to date, CHAI
has secured lower pricing agreements for treatment options in more than 70
countries. In addition, CHAI’s teams are working side-by-side with over 30
governments to tackle many of the largest barriers to effective treatment and
care.
Summary of Position:
The CHAI Rwanda program is partnering with the Government of Rwanda in an
effort to reduce and prevent chronic malnutrition and the impact of severe
acute malnutrition. The cross-sector approach requires that the Nutrition Team
re-evaluates and proposes alternatives to the current subsidy schemes intended
to promote nutrition within vulnerable households. Thus CHAI Rwanda is seeking
Financial Analyst who can quickly develop a comprehensive understanding of
existing financing schemes for low income households in Rwanda and elsewhere.
Building on this understanding, the analyst will produce evidence-based cases
to guide senior government leadership in key decisions concerning the revision
and/or diversification of subsidy schemes. Lastly, the analyst will develop
implementation plans based on the outcomes of the government decision-making
process.
In addition to complex financial modeling, the role will require field-based
research and meetings with central and local government officials. Candidates
must therefore exhibit outstanding communications skills and cultural
sensitivity while driving her/his work stream forward under tight deadlines.
The candidates must be comfortable working independently and have a deep
personal commitment to producing the highest quality results. CHAI places great

Responsibilities:
• Become the CHAI Rwanda Nutrition Team topical expert on nutrition-based
subsidy schemes for vulnerable and low income households
• Develop recommendations for subsidy scheme improvements and alternative
systems with the intent to improve the reach and efficiency of the system
• Support government counterparts in costing, planning and implementation of
approved recommendations
• Perform other work as needed (e.g. assist on proof reading of documents,
organizing trainings)
• Participate in relevant workshops and meetings with stakeholders.
Qualifications:
• Masters of Science in economics, finance, or public administration, or a
Masters of Business Administration
• 4 years minimum experience in one or more of the following fields: economics,
finance, public administration, or consulting
• Ability to develop financial models.
• Excellent organizational, planning and problem solving skills
• Strong communication skills, including the ability to synthesize information
concisely, and prepare short reports or presentations;
• Fluency in English
• Ability to independently manage work stream and deliverables within a
high-pressure environment
• Expertise in subsidy scheme design a plus
• French and/or Kinyarwanda fluency a plus
• Exceptional diplomatic and interpersonal skills
