1. PEOPLE & CULTURE (HUMAN RESOURCES) MANAGER
This position will be required to plan, review and
implement mechanisms of attracting, developing, utilizing and retaining a

Major Responsibilities:
- Actively participates in the design and
implementation of Human Resources (People & Culture) policies, systems
and procedures in compliance with local labor and World Vision standards
and guidelines. - Proactively advice management and staff of any
changes in P&C policies, employment law and guidelines and the
implications thereof - Support the implementation of staff learning
and development plans and initiatives. - Designing and executing appropriate
compensation system through development of compensation and benefit
policies, principles and practices. - Responsible for recruitment and selection of
staff through work force planning, facilitation of interviews and employee
orientation systems. - Handling disciplinary Policies and processes
and counsel employees and line managers in effective use of organizational
policies and processes. - Facilitation of organizational learning and
development by developing career & leadership development framework,
policies and practices. - Designing and facilitating organizational
culture change that promotes excellence in execution - Prepare HR budget estimates and regularly
monitor HR (P&C) budget spent. Advise on appropriate corrective action
where necessary. - Plan for and implement regular scheduled and
unscheduled HR audits. Ensure identified gaps are addressed within agreed
timeline(s) and recommend to management appropriate action to mitigate
future risks.
Required qualifications and experience:
- Post Graduate degree qualification and/or
professional qualification in Organizational Development, Psychology, and
Development studies, Leadership, Human Resource Development or a MBA. - In depth understanding of all areas of HR
management and staff development, and knowledge of HR and Organizational
Development practices, group processes and dynamics and able to apply
it in Rwanda context. - At least 5 years experience in Human
Resources management in a complex environment preferably in NGO context. - Ability to apply a broad based understanding
of key business fundamentals with knowledge of World Vision strategic
relationships and the business/ political environment. - Ability to apply the knowledge of all relevant
employment laws in order to develop, - Provide advice and guidance to Zonal Offices
- monitor and redesign HR policies and
practices. - Ability to work in diverse cultural context
and adapt behavior and provide mature leadership. - High proficiency in English language— both
verbal and written. - Knowledge of the current legislation/labor
laws. - Customer oriented focus.
- Analytical person with attention to detail

2. EDUCATION SPECIALIST
The position will be required to lead the
development and implementation of education strategy in World Vision Rwanda and
provide technical support to programmes and projects, and improve the quality of
education.

Major Responsibilities:
- Track potential funding opportunities that can
contribute to improve education in WVR ADPs, National Offices and the net
works and advise appropriate staff on education - Provide advice and guidance to Zonal Offices
and ADPs in drafting and submitting proposals in alignment with their

working in the development and promotion of education. This would include
research and academic organizations, NG0s, networks and Foras - Ensure the integration of education
interventions with WVR’s other interventions in health, Pace Building, Water/Sanitation,
food security and sponsorship - Provide advice and guidance to Zonal Offices
and ADPs in drafting and submitting proposals in alignment with their
education needs.
Required qualifications and experience:
- University degree in education or social
sciences. Possession of a master’s degree is an added advantage. - Must have a Minimum of 3 years of work
experience in education, preferably working in large NGOs and should have
been involved in education projects and programs strategies in the country. - Must have experience in the design,
implementation, monitoring and evaluation of education programs in
developing countries - Must have strong skills in research
- Excellent knowledge of English language and
Kinyarwanda. Knowledge of French is an added advantage.
