Futures Group Data Use and HMIS Capacity Building Specialist Job Vacancy in Kigali, Rwanda

Program Summary:
Futures Group is providing technical assistance to
the Integrated System Strengthening Project (IHSSP), a USAID-funded project
managed by Management Sciences for Health. The project runs between Jan 17,
2010 and June 30, 2014 and works with the government, civil society, and
communities to strengthen health systems, develop preventive interventions and
improve the quality of health services. Futures Group is supporting the project
with building the capacity of key health managers and providers to use data for
decision-making and to strengthen the HMIS’s ability to provide reliable and
timely data.
Position Summary:
Futures Group will hire a Data Use and HMIS
Capacity Building Specialist to assists IHSSP in finalizing HMIS guidance
materials, training relevant governmental staff in the application of HMIS
related tools and SOPs, and crafting and executing a data use strategy.
S/he will be an integral part of the IHSSP team and
will report in-country to the project’s Senior Advisor/HMIS and Data Use for
daily direction and to Futures Group’s US technical backstop for technical and
institutional supervision and support.
The position is based in Kigali, Rwanda and may
require periodic in-country travel.
Only Rwandan nationals will be considered for this
position.
OVERALL RESPONSIBILITIES
This position will help IHSSP analyze issues
related to data use and develop innovative approaches to enhance data use. In
particular, s/he will be expected to produce the following deliverables:
  • Finalize the HMIS user’s guide.
  • Design standard operating procedures for
    managing routine health information at district level
  • Formulate a data use strategy and assist with
    its execution
  • Support the implementation of dashboards for
    various departments within the MOH that link to the national data
    warehouse.
  • Facilitate the process of curriculum
    development related to data management and use
  • Exploring options for introducing HIS data use
    into pre-service training for doctors and nurses
  • Perform other duties as assigned.
QUALIFICATIONS
  • Master’s degree in Public Health or Bachelor’s
    Degree in Information Technology with experience with Monitoring &
    Evaluation in a health-related project.
  • Advanced skills in Microsoft Office Suite
    required.
  • Familiarity with web-site design or content
    management and eLearning software are an advantage.
  • Familiarity with Rwanda’s health information
    systems is an advantage.
  • Excellent written and oral communication
    skills in French and English
  • Proven ability to work as part of a team and
    to be able to work independently
