MIDIMAR 11 Various Jobs Vacancies in Kigali, Rwanda

The Ministry of Disaster Management and Refugee
Affairs (MIDIMAR) has established a Single Project Implementation Unit (SPIU)
in line with the Government Policy of reducing transaction costs and leveraging
services in the project implementation processes. The SPIU is strategically
positioned in the Ministry to manage the ongoing and planned, as well as future
projects to be identified in the course of translating sector strategic plans
into development results. Furthermore the SPIU is responsible for implementation
of current and future internally funded projects.

In this line, the Ministry intends to recruit
qualified and competent candidate to fill the following post in the SPIU
Management Structure and in the structure of the Ministry.
1. SPIU PROGRAM MANAGER (1 position)
Job Profiles
  • Master’s degree in Project Management,
    Business Administration, Economics, Finance Social Development and other
    related fields.
  • At least 3 years hands on experience in
    managing public sector project
  • Should have at least 5 years’ experience
    working with donor funded projects
  • Computer literate;
  • Should be fluent in Kinyarwanda and English
  • Knowledge of French would be an added value.
2. NYAGATARE TRANSIT CAMP MANAGER (1 position)
Job Profiles
  • A0 in Political Sciences, Public Administration,
    Social Sciences, Development Studies, or other relevant field
  • At least 3 years working experience with
    ability to communicate in English,
  • Proficiency in working with common computer
    applications, especial Excel, Word and Access.
3. SECRETARY IN CENTRAL SECRETARIAT (1 position)
Job Profiles
  • A1 Secretariat; Or other relevant field;
  • At least 2 years working experience in
    relevant field and in reputable institutions.
4. MONITORING AND EVALUATION SPECIALIST (1
position)
Job Profiles
Desirable Qualifications:
a. A0 in Economics, Development Studies,
Management, statistics or other relevant fields;
b. 2 years working experience in areas relevant to planning, monitoring and
evaluation, and other social related activities;
Competencies
a. Good writing and communication negotiation
skills; including the ability to prepare clear and concise reports and to
express information to individuals and groups effectively, taking into account
the audience and nature of information;
b. thorough knowledge and understanding of reintegration of returned refugee
and/or conflict affected vulnerable groups and community stabilization
measures;
c. good understanding of the Rwandan context, political development and
relations;
d. personal commitment, drive for results, efficiency, and flexibility
e. ability to work effectively and harmoniously in a team and with colleagues
from varied cultures
f. Excellent computer skills including word, excel, power point, email,
internet.
Language:
Thorough knowledge of Kinyarwanda and English
and/or French. Knowledge of both English and French would be an added value.
5. RETURN AND REINTEGRATION PROJECT MANAGER (1
position)
Job Profiles
Desirable Qualifications:
  • University degree preferably in international
    relations, development studies, social work, or other relevant fields;
  • Five years’ experience in project management
  • work experience in liaising with governmental
    authorities, other national/international institutions;
  • experience in managing teams in direct
    implementation;
  • Experience in project monitoring and
    evaluation.
Competencies
a) Excellent writing, communication and negotiation
skills; including the ability to prepare clear and concise reports and to
express information to individuals and groups effectively, taking into account
the audience and nature of information;
b) thorough knowledge and understanding of reintegration of returned refugee
and/or conflict affected vulnerable groups and community stabilization
measures;
c) good understanding of the Rwandan context, political development and
relations with the region;
d) effective resource management skills; e) demonstrated judgment and
decision-making skills; strong analytical, strategic, creative thinking and
planning skills;
e) ability to lead and supervise staff;
f) demonstrated gender awareness and gender sensitivity;
g) personal commitment, drive for results, efficiency, flexibility, respect for
diversity;
h) ability to work effectively and harmoniously in a team and with colleagues
from varied cultures and professional backgrounds;
i) Excellent computer skills including word, excel, power point, email,
internet.
Languages
Thorough knowledge of Kinyarwanda and English.
Knowledge of French is an added value.
6. FIELD REINTEGRATION OFFICERS (5 position)
Job Profiles
Education and Experience
  • A0 in Economics, Public Administration, Social
    studies, Development Studies, Management or other relevant field with one
    year relevant working experience.
Competencies
  • Good writing and communication skills;
    including the ability to prepare clear and concise reports and to express
    information to individuals and groups effectively, taking into account the
    audience and nature of information;
  • thorough knowledge and understanding of
    reintegration of returned refugee and/or conflict affected vulnerable
    groups and community stabilization measures;
  • good understanding of the Rwandan context,
    including the political and economic development;
  • personal commitment, drive for results,
    efficiency, and flexibility
  • ability to work effectively and harmoniously
    in a team and with colleagues from varied cultures
  • Good computer skills including word, excel,
    power point, email, internet.
Language:
  • Good knowledge of Kinyarwanda and English
    and/or French. Knowledge of both English and French would be an added
    value.
7. BUDGET OFFICER (1 position)
Job Profiles
Desirable Qualifications:
  • Ao in Public Finance, Accountancy, or other
    relevant field, with 2 years working experience.
