RGB Project coordinator and Monitoring & Evaluation Jobs Vacancies in Kigali, Rwanda

Rwanda Governance Board (RGB) is a new Institution
whose mission is to promote the principles of good governance and
decentralization, monitor the practices of good governance in public and private
institutions and conduct research related to governance for achieving good
service delivery, sustainable development and prosperity through research,
assessments, advisory services, policy dialogue and networking.
In an effort to fulfill this mandate, RGB wishes to
recruit a Project coordinator and Monitoring &
Evaluation Expert 
for its Program of Strengthening the Joint Action
Development Forums (JADF) in all Districts. The candidates should possess
excellent professional and academic credentials.
Background
The objective of the three-year (2010-2013) Program
is to strengthen the Joint Action Development Forum (JADF) mechanism in all the
30 districts of Rwanda. The JADF mechanism was put in place to achieve full
participation in the local development process by all citizens through their
representatives from the public, civil and private sectors. It is a platform
where all stakeholders at District and Sector levels are welcome and are
stimulated to participate in the planning, implementing and monitoring of
developmental activities at those levels. The Government’s Action Plan
(2010-2017) describes JADF as an instrument for good governance, and a
mechanism to strengthen partnership between the Public, Private, and Civil
Society. The implementation of this project is coordinated by RGB in close
collaboration with the Ministry of Local Government (MINALOC). It is against
this background that RGB wishes to recruit two employees namely : A
Project Coordinator and Monitoring & Evaluation Expert.
Duration of the assignment
The JADF Project Coordinator will be hired on a
contract basis for one year, renewable on the basis of performance. The
Monitoring & Evaluation Expert will be hired on a six months probation
period after which may be confirmed.
Qualifications, Experience and Competencies
Project Coordinator
  • Master’s degree in political sciences, public
    administration, management, economics, law, other relevant fields, or
    Bachelor’s Degree in the above fields with 7 years experience in public or
    private administration ;
  • Minimum 3 years’ experience in project or
    program management ; or practical experience in Local
    Governments ;
  • Excellent written and oral skills in
    communication with a good command of English, French is an added
    advantage ;
  • Ability to work with minimal
    supervision ;
  • Proven leadership, coordination and managerial
    skills with the capacity to perform multiple tasks ;
  • Demonstrated capacity to work pro-actively
    with development partners and other stakeholders
  • To have assumed senior leadership responsibilities
    in Local Government
Monitoring & Evaluation expert
  • At least 3 years of experience in monitoring
    and evaluation ; with a University degree in one of the following
    areas : Business Administration (BBA), Public Administration, Law,
    Economics and Project management ; or 2 years of experience with a
    Masters degree in relevant areas ;
  • Should have a good experience of
    decentralization in Rwanda and able to work with LGs during field
    visits ;
  • Should possess the ability to create and
    sustain efficient management information system(MIS)
  • Should have experience in designing M&E
    tools for programs and policies
  • Should have experience in working with
    development partners
  • Should have excellent interpersonal and
    communication skills
  • Be able to work under pressure and
    independently
  • Should have excellent report writing skills
  • Should be fluent in English and Kinyarwanda,
    French is an added advantage
  • Should have good IT skills

Copies of degrees/relevant certificates and at least two referees, addressed to
RGB Chief Executive Officer (CEO). These should be delivered to RGB Office Reception
at Remera, CSS PLAZA, opposite Amahoro Stadium, not later than 17th Jan, 2013.
Only shortlisted candidates will be communicated the date for the written test
and Oral interview.
