The Federal
Institute for Geosciences and Natural Resources (BGR) is supporting the
International Conference on the Great Lakes Region (ICGLR) secretariat and its
member states to capitalize on the potential of the Analytical Fingerprint
(AFP) method. This includes full skills, technology, and ownership transfer for
the AFP method into the Great Lakes region. AFP has been developed as a method
from 2006-2010 as an independent means of verification for the origin of
conflict minerals (cassiterite, coltan, and wolframite) which are subject to
supply chain due diligence.
In the context of
moving the AFP method from scientific development into the operational stage,
ICGLR & BGR are setting up a Management Unit to coordinate AFP application
and its seamless integration into the Regional Certification Mechanism (RCM).
The position as coordinator advertised here corresponds to the head of the AFP
Management Unit (AMU) to be established at the ICGLR secretariat in Bujumbura,
Burundi.
Tasks and
Responsibilities
The AMU shall be
embedded into the RCM management structure to be established by the ICGLR
secretariat. At present, this structure is hosted by the ICGLR’s Democracy and
Good Governance program and the coordinator reports to the Program Director. In
case of reorganization of the existing management structure on the Initiative
on Natural Resources of ICGLR the new organizational structure shall apply. As
such, the coordinator will then report to the assigned supervisor within this
structure. Technical steering for the position will also be provided by BGR in
the framework of ICGLR/BGR technical cooperation.
The AMU coordinator
has the following tasks:
Managing
the AMU and leading a team of technical specialists assigned to the unit;
liaising with relevant regional-international AFP stakeholders;
Representing
the AMU within the ICGLR and at the international scale;
Responsible
for regularly submitting high-quality reports on AMU activities and products
within the ICGLR RCM framework;Coordination of AFP reference sampling in ICGLR
member states and control sampling activities in the framework of
institutionalized risk assessments and audits;
Coordination
of AFP analytical data flows;
Monitoring
and quality/integrity control of all relevant internal and external AFP
activities, including relevant activities performed by third parties at the
ICGLR member state level.
The successful
applicant should demonstrate the following:
Must
be a citizen of an ICGLR member state;
Educated
to MSc level at an internationally recognized university, preferably in the
fields of Natural Sciences or Mining Engineering;
At
least 7 years of relevant work experience (in project management, and/or in the
mining or geosciences sector), with a minimum of 2 years in a leadership role.
Required
Skills
The successful
applicant should demonstrate the following:
- Fluency
(written and oral) in English and French; additional knowledge of a local
language of the ICGLR region is considered an advantage; - Strong
presentation skills; the successful applicant will be expected to give
presentations (mostly in English) at international meetings in a political
or technical context; - Strong
reporting skills; the successful applicant will be required to regularly
submit high- quality reports with adequate and precise language, document
formatting, and contents, including analytical (geochemical) data; - Basic
knowledge of geochemical analytical methods including data
reduction/interpretation is required; expert knowledge is considered an
advantage; - Expert
knowledge of standard office software (Word, Excel, PowerPoint) will be
expected, experience in GIS and/or database software is considered an
advantage; - Organizational
and project management/administration skills; AMU work performance will be
assessed against the delivery of planned project mile stones; - Willingness
for international travel for AMU representation, coordination, as well as
training; positive attitude towards learning and developing technical and
management skills, both as foreseen by ICGLR/BGR and on his/her own
initiative; - High
level of personal accountability and sense of responsibility. - Respect
the principals and procedures of ICGLR and BGR.
position is based in Bujumbura, Burundi. Regional-international travel will be
expected on occasion. ICGLR/BGR contract duration is fixed for 2 years (with a
three-month probationary period), with a view to mobilizing ICGLR funding for
