PURPOSE OF THE JOB
The incumbent will be accountable for planning,
implementing, monitoring and quality assurance of the inclusive education
component within the Education Programme with a focus on ensuring equitable
learning opportunities and outcomes for most vulnerable children, including
children out of school, poor or socially disadvantaged children, children with
developmental delays and disabilities, children living with HIV-AIDS, children
in emergencies and adolescents (girls in particular).

KEY AREAS OF RESPONSIBILITY
- Provide timely sectoral analysis, input,
collaboration and support to strategic planning, implementation,
monitoring and evaluation of Inclusive Education focusing on equitable
learning opportunities and outcomes for the most vulnerable children,
especially within a gender-specific framework. Facilitate development of
new approaches and innovations especially those related to Inclusive
Quality Education including capacity of schools and teacher training
institutions. - Ensure programme, sectoral or inter-sectoral
efficiency and delivery, evaluation and reporting through a rigorous and
transparent approach to evaluation of education for most vulnerable
children. Promote the quality of rights-based education programming for
adolescent girls, children with disabilities, HIV and AIDS in adolescents,
children in emergencies and children from poorer or socially challenged
backgrounds through participation in the formulation of programme goals
and approaches. - Prepare documents for the development of
specific strategies for addressing barriers to participation and learning
for most vulnerable children including adolescent girls, children with
disabilities, children living with HIV, children in emergencies and
children from poorer or socially challenged backgrounds. - Promote partnership with the stakeholders,
including knowledge institutions, to further understanding of barriers to
and opportunities for advancing the 3 priorities themes (the
“3Es”) – Equal access and universal primary completion,
Empowerment through girls’ education and gender mainstreaming,
Emergencies, education for children with disabilities, HIV and AIDS and
post-crisis education cluster interventions. - Collaborate with Government and core partners
in Education, NGOs, UN and bilateral agencies in the different stages of
Education programme/project implementation to follow up on agreements and
recommendations. Provide technical support and guidance on appropriate
technical, financial and institutional capacity building measures to
achieve Education programme goals.
MINIMUM QUALIFICATIONS AND EXPERIENCE
Advanced
university degree in one or more of the disciplines relevant to the following
areas: Education, Primary Education, or a Social Sciences fields relevant to
international development assistance.

Five years
of progressively professional work experience at national and international
levels in field programmes relevant to Inclusive Education programmes.
