Drakkar Ltd is a Rwandan business based in Kigali. As Rwanda’s exclusive
distributor for Pearson, the leading publisher for English language school
books worldwide, Drakkar’s main activity is selling and distributing books to
schools, higher educational institutes, teachers, students and other customers
in need of learning books.

Drakkar Foundation
grew out of Drakkar Ltd with the hope of expanding our educational and
community activities. Drakkar was recently awarded with a USAID grant to run a
20 month literacy project in the Southern Province. Through this project, we
will distribute Kinyarwanda readers to Primary Schools, and train teachers how
to use those books in their classrooms to teach literacy. We will also host a
story writing competition.

About the
position

This is a full-time position we need to fill as soon as possible. We are
looking for someone to fill the role of Monitoring and Evaluation Specialist
for this USAID project. The M&E specialist will design assessments and
evaluations, oversee data collection, and ensure that both the performance
monitoring plan and results reporting meet the requirements of USAID. The specialist
will be the main project point person, working in coordination with the Project
Manager and other staff. Previous project management experience with USAID is a
great advantage.

Responsibilities

  • Provide
    overall management for the design and implementation of the program’s
    M&E system, including baseline, mid-term, and end-of-term evaluations
  • Serve
    as the primary point person for all monitoring and evaluation related
    work, as well as oversight of and planning of program operations
  • Develop
    a detailed Performance Monitoring Plan with associated indicators
  • Manage
    the information-gathering process for quarterly and annual results and
    performance reports, in addition to other briefings, summaries, papers,
    presentations, etc. for various audiences as needed.
  • Ensure
    that monitoring and reporting occur in a timely fashion and all deadlines
    are met
  • Document
    good practices, lessons learned trends, cross-cutting policy and
    implementation issues, etc.
  • Serve
    as an in-house journalist researching and collecting content and stories
    about the project’s achievements.

Who are we
looking for?

We are looking for an experienced M&E professional with significant
experience with USAID reporting and preferably experience in project
management. This is a relatively small project and our ideal candidate could
combine the roles of Project Manager and M&E Specialist. We need to fill
this role in the immediate future, so we are also open to the possibility of a
short-term M&E consultant, while we search for the ideal candidate.

Required
qualifications include:

  • Advanced
    degree with a minimum of 3 years of experience working in M&E,
    preferably in a management role
  • Proven
    experience in M&E of USAID projects
  • Extensive
    knowledge of USAID reporting requirements, indicators, policies and
    guidelines
  • Demonstrated
    capacity to oversee development and implementation of work plans
  • Demonstrated
    experience in writing development project reports and evaluations and
    concise technical documents (We will ask to see examples of these.)
  • Experience
    managing/supervising staff
  • Ability
    to work in diverse settings with a broad mix of people, including
    government officials, NGO staff, primary school teachers and students,
    etc.
  • Knowledge
    of the education sector and literacy projects is a significant advantage
  • Strong
    computer skills, including proficiency with Excel
     
  • Fluent
    written and spoken English.
    This position requires
    extensive writing of extremely technical documents. French and/or
    Kinyarwanda are an advantage
