IFDC Contract Officer Job Vacancy in Rwanda

The International Fertilizers Development Center – IFDC- , a Public International organization addressing critical issues such as international food security; the alleviation of poverty, environmental protection and the promotion of economic development and self-sufficiency is
seeking to recruit a Contract Officer. This position is a part of the IFDC Rwanda administrative team and will assist in the elaboration and management of agreements with consultants and partners. The position will be based in Kigali with possible field travels.

Duties and responsibilities
• Assist in assessing the proposals received and selecting the bidders from consultants, firms and organizations with which contract negotiations may be conducted to obtain best offers;
• Assist in the negotiation of contracts with Consultants, Firms and organizations with an optimum mix of price and quality;
• Preparing and elaborating the contracts with partners and with locally recruited consultants in respect of the IFDC contracting procedures;
• Assure the follow up of contracts execution, on both technical and financial fronts, assure the partners have provided the required reports on time;
• Assure that payments dues to the partners are timely done, inform concerned staff about the ending of contracts, and put together the necessary documents to close or to renew contracts;
• Provide budget plans for the existing and anticipated contracts;
• Assure the planned activities are executed on time and reports on the execution progress; advise the appropriate staff on measures to take timely accomplish targeted activities.
• Assist on verifying financial reports and supporting documents made by contractors
• Update the IFDC contracts databases
• As necessary draft correspondence related to contracts development (issues, special circumstances or breaches which may occur).

Experience, skills and education
• Bachelor´s degree in Management or Business law with at least 3 years of responsibility in a similar position (contract development) and or at least 4 years of work experience in a related field;
• Strong understanding of all aspects of the contracting process — plus good commercial sense;
• Knowledge of issues pertaining to agribusiness sector or to Institutional Development and Organizational Strengthening;
• Fluency in both of English and French would be a plus;
• Familiar with contract managerial software
