Access Project Program Manager Job Vacancy in Rwanda

Background
The Access Project works to enhance health care delivery in rural Rwanda, with a focus on improving maternal and child health outcomes. We provide hands-on technical and operational management support to rural health centers in order to improve quality of public care, increase utilization, and ensure long-term sustainability of services. We have
a ten-year track record of success in Africa and have worked at the community health center level in Rwanda since 2008.

Job Summary
We seek an exceptional Program Manager who is enthusiastic about global development, health systems management, and working at the intersection of private and public partnerships. The Program Manager will have enormous responsibilities and learning every day is inevitable. Rwanda has often been named a Petri dish for development initiatives, and Kigali is an exciting, beautiful place to work with a vibrant community of social entrepreneurship.

Responsibilities include:
1. Field Research and Reporting: Spend time in the field with District Health Advisors to observe rural health center operations, identify major infrastructure needs and creatively improve operations in the field; work collaboratively with specialist staff to interpret field outcomes and data and design new projects that meet field-based needs; lead online and field research on relevant global health and development topics for blogs and articles.

2. Strategic Planning: Participate in high-level discussions about strategic growth and direction; design new communication and leadership tools for staff; develop management resources to improve core operations and efficiencies; create internal policy and procedural documents; cultivate local and international partnerships.

3. Grants and Project Management: Manage all field-based health infrastructure projects – from solar panel installation to water catchment systems and new health centers, as well as technical maternal/neonatal health interventions; use imagination and resourcefulness to launch new infrastructure interventions; act as point of contact for donor relations and reporting; develop new project proposals and budgets; identify and mobilize opportunities for program expansion; secure funding to meet needs.

4. Budgeting: Work with head accountant to manage financial operations, including annual budget, cash flow, financial reporting and planning, reimbursements, and funding mobilization for field-based initiatives.
This position will provide a diverse set of experiences, from hands-on learning in the field to high-level non-profit management. You will work closely with and report to Josh Ruxin, Executive Director, and work with a small, tight-knit team of Rwandans who are deeply dedicated to improving the health system through the innovative Access Project model.

Qualifications
• 2-5 years professional experience
• Experience in East Africa or similar setting
• Interest in global health and development, especially health management
• Masters degree in relevant field desired, French language skills preferred
