We are looking for: A WATER, SANITATION AND HYGIENE HEAD OF DEPARTMENT
Country: AFGHANISTAN – Kabul
Length of Contract: 12 months


Responsibilities:
Strategy & Programme Development Defines
ACF WASH strategy and contributes to integrated approaches in Afghanistan Ensures a watch of humanitarian issues in Afghanistan related to the WASH sector, and proposes updates of the operational strategy according to needs Designs interventions for WASH and (with other technical staff) integrated programming; Is responsible for coherent needs assessments, feasibility studies, project strategy and proposal writing, making sure it is in line with the national & WASH Cluster policies; Monitors donor opportunities for WASH funding in Afghanistan according to ACF’s strategy;

Programme Oversight & Technical Backstopping
Monitors programme progress and achievements Undertakes field visits to programme teams Provides technical support to programme and logistics departments on WASH issues Provides support to the Operational Manager & Programme Managers in developing programme planning and monitoring Continually refines ACF WaSH approaches, technical responses and keeps up to date with developing technologies.

Team Management, Capacity Building, Staff Development
The Head of WASH Department is accountable for the actions of ACF in WASH in Afghanistan. He directly manages the Operational Manager, and in his/her absence, directly manages the Programme teams, including remote management Supports recruitment of programme Liaises with HR staff to ensure WASH team staffs are exposed to training and developments in the WaSH sector; Organizes and supervises training workshops

Monitoring, Capitalization & Departmental Learning
Facilitates external and internal evaluations/reviews of ACF Afghanistan WASH programmes and capitalization Strengthens ACF’s experience, understanding and knowledge of various topics related to WASH

Coordination
Responsible for the coordination with other institutional or humanitarian stakeholders at national level and ensuring ACF WaSH profile maintains at a high level in Afghanistan Responsible for internal coordination and representation of the WaSH department Monitors flooding, drought, earthquake risks and Acute Watery Diarrheal outbreaks Sets up an integrated Contingency Plan for all the bases and area of intervention. Promotes mainstreaming of DRM and integration of the programmes with the other sectors of expertise of ACF

Advocacy, Partnership Development & Research & Development
Defining and coordinating advocacy and lessons learnt Identifying potential WASH programme partnerships Participation on behalf of ACF in sector working groups & task forces

Qualification and previous experience:
• Master of Science, Engineering degree or equivalent, in a field related to Water, Sanitation and Hygiene:
• Hydraulics, Hydrology, Hydro-geology, Water Management, Civil Engineering, Environmental Science, Public Health.
• Minimum 3 years of experience in humanitarian work abroad in the field of Water, Sanitation in Hygiene and
Project Management.
• Experience in donors reporting and proposal writing, external representation would be a plus
• Ability to live in insecure context and to manage teams and programmes remotely.
• Interpersonal skills, living in communal house, flexibility and autonomy.

Status:
Employee – Fixed-term contract, provided by ACF according to the French labour law.
– Total average yearly gross income: from 41160 € to 47160 € – Food and housing: 1000 € / month average o Per Diem : 210 € / month average
o Support to the R & R costs : 110 € / month average
o Transportation costs to and from the mission : 460 € / month average
o Monthly gross salary ranging from 1650 € to 2150 € (Net: from 1518 € to 1978 €) depending on relevant experience (possibility to increase up to 2750 € gross (2530 € net) according to seniority and performances) –
25 days of annual paid leaves
– 20 days of R & R per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission)
