Solidarités International ERM Field Officer Job Vacancy in Kabul, Afghanistan

Solidarités International is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs – water, food and shelter – by carrying out emergency programmes followed by longer-term reconstruction projects.
Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Liberia, Chad, Democratic Republic of the Congo, Republic of Côte d’Ivoire), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan) and in Haiti.

CONTEXT OF INTERVENTION
SI has been working in Afghanistan for 30 years. It is currently implementing Food Security (2 LRRD, 1 AFD, 1 NZAID) and Emergency (1 Emergency Response Mechanism, 1 Food Distribution , 1 Cash for Work) programs. The mission is also aiming to start WaSH programs in March 2012 after completing both rural and urban programs last year.

The mission is composed of five main bases (1 coordination office in Kabul, and 1 operations office in Kabul, Saighan, Yakawalang and Doab). In addition, SI has offices in Ayback and Bamyan center for its ERM teams and for representation. The mission currently has 12 expatriates and 134 national staff.

The Emergency Response Mechanism Technical Field Officer will be roving between Kabul, Bamyan and Samangan in order to oversee the ERM teams (national staff) in the field.

OUTLINE OF POSITION
Under the direct supervision of the Emergency Response Mechanism Program Manager and SI Emergency Coordinator, the ERM Technical Field Officer will be responsible for the supervision, management and implementation of the project for SI’s areas of intervention (Kabul, Bamyan, Samangan).

The position’s major objectives are to properly achieve the following tasks:
• Proper implementation of all aspects of the emergency response mechanism (Kabul, Bamyan, Samangan) level (Full project cycle approach)
• Team management of all SI’s ERM operational staff
• Delegated responsibility to represent SI within the consortium and ensure good communication, coordination and reporting within the consortium

TASKS AND RESPONSIBILITIES
General:
– To ensure a good design and implementation of the Emergency Response Mechanism activities for SI’s areas of intervention (Kabul, Bamyan, Samang
– To supervise and monitor all activities of the ERM project within the area of intervention (respect of all technical guidelines, results, indicators and deadlines)
– Under the supervision of the Emergency Response Mechanism Program Manager, to coordinate and liaise with local communities and authorities
– To analyse inter-district similarities, differences and trends

Information collection and sharing:
– Apply developed guidelines and methodologies for assessments and assessments report
– Help set-up surveillance systems (key indicators, IDP follow-up,…)
– To analyse assessments and surveillance data and help produce reports according to developed formats
– To supervise the assessment teams
– To consolidate all data gathered by the ERM teams under his responsibility

Disaster response:
– To justify disaster response
– To facilitate a coordinated response, especially in sectors not included in the ERM
– To supervise the ERM team’s response

Disaster preparedness:
– To follow the ERM teams disaster preparedness planning

Operational Team management:
– To manage and supervise the Area Managers
– Help with the recruitment and set up the training of the operational team
– To be the focal point of SI within in the consortium
– To constantly liaise and coordinate actions with the other ERM TFOs

Training & Capacity-Building:
– To define in coordination with the ERM PM the individual capacity building of key Emergency national staff – Refresh the teams’ knowledge and understanding of all the ERM tools at least once every two months

Monitoring of the Humanitarian Situation in the areas of intervention:
– To follow reports and documents relevant to the humanitarian situation in the TFO’s areas of intervention
– To share information about the evolution of the humanitarian situation in the TFO’s areas of intervention with the ERM PM and provision of related action points

Internal and external reporting:
– To provide internal reporting on activities according to Solidarités International’s internal tools
– To support the diffusion of assessment and surveillance reports at field level

Internal Communication:
– To be in permanent relation and communication with the ERM PM
– To keep a close relationship and communication with Food Security & Nutrition and WASH & Emergency Specialists based in Kabul
– To constantly liaise and coordinate actions with the other ERM TFOs

Coordination/relations with other stakeholders:
– To be in permanent relation with other humanitarian actors (INGO, NGO, UN agencies), DoRR, ANDMA and other authority bodies at provincial level
– To participate to IDP Task Force Cluster at provincial level
– To participate to Emergency Shelter and NFI Cluster at provincial level
– To ensure good coordination between all actors during assessment and emergency response phases at Provincial level

CANDIDATE PROFILE
Education:
 – Bac+5 / Master’s degree in Humanitarian studies or related degree (including logistics) or equivalent experience
– Basic training in needs assessment , security, logistics a plus

Experience:
– Previous experience in project management
– Supportive personnel management style, with the ability to build capacity
– Strong leadership skills
– Flexibility and ability to work within different and difficult cultural and political environments
– Ability to adapt to isolated and potentially insecure environments
– An understanding of and commitment to Solidarités International’s mission and values
– Experience in an overseas NGO environment a plus, although this is a first mission type position

Technical skills and knowledge:
– Strong knowledge in Project Cycle Management
– Strong knowledge in logistic procedures (stocks and distribution)
– An ability to analyze information quickly and accurately
– A good understanding of security management
– Confident and proficient in the use of MS Office
– Good problem-solving skills in day-to-day and crisis situations
– Ability to write/edit quality reports in English and French
– Diplomacy and strong communication skills

Languages:
– Fluent in English and French – Dari / Pashtun a plus

NB. Previous experience with SI is an added advantage.

CONDITIONS
Volunteer post: from 800 euros gross per month, according to experience, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.

Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

o Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

o Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 15-day period after six months spent on the mission (Solidarités will cover travel costs).

DURATION : 6 months, beginning as soon as possible.
