ACTED continued to build on 17 years of uninterrupted presence in Afghanistan, with 900 staff of whom 98 % are Afghan nationals, whose tireless and awe-inspiring dedication to the people of Afghanistan and rebuilding their country is admirable, especially given the dangerous operating environments and direct exposure to attacks in the course of their work. ACTED consolidated its work in eight of Afghanistan’s 34 provinces in the north of the country and our beneficiaries, while predominantly from rural, agricultural-based areas, typify the diversity which is Afghanistan, inclusive of different ethnic groups, languages, customs and traditions . In 2010 ACTED continued to work with approximately 8 % of the population of Afghanistan to increase their capacity to govern themselves, provide essential services, boost their economy and direct their own long-term development. We also responded to emergencies caused by conflict (displacement of people) and natural disasters , such as the floods in 2010). For 2011-2013, livelihoods will form the backbone of ACTED’s country strategy. We will continue to support the humanitarian and development community as a whole through our involvement in key coordination bodies and influencing mechanisms and continue to expand our partnership with the Government of the Islamic Republic of Afghanistan into new sectors.

III. Position Profile
The AMEU Deputy Manger is responsible for developing tools for appraisal, monitoring and evaluation in-country, carrying out baseline assessments and ensuring that projects are monitored and evaluated according to project cycle and key milestones, assist AMEU manager manage the AME team staff, coordinate with other departments particularly NSP the biggest project in Afghanistan cover many provinces here.

Assist the AMEU Manager with the following functions:
1. Project Cycle Management – Facilitate the implementation of project cycle management (PCM) and improve PCM guide, incl. tools and procedures to be used;
– Train the staff to use the PCM guide and related tools and procedures;
– Keep track of all projects and programmes monitoring and evaluation schedules and work with field staff to design and implement monitoring and evaluation procedures;
– Facilitate external evaluations and take part in social audits as required by Country Director
– Check project PMFs and analyze it for AMEU team leader’s follow up.
– Assist AMEU manager on project regular monitoring and evaluations report writing

2. Information System
– Work with all departments to follow up project and programmes databases;
– Follow up the reporting of the AME Department, including individual monitoring reports, monthly management reports from with NE & NW AMEU team leaders;
– Ensure that appraisal, monitoring and evaluation reports are compliant with required organizational standards; – Assist the Reporting Department for the logical framework in proposal writing and review AMEU inputs (assessment findings) provide by NE & NW AMEU team leaders.

3. Participatory approach
– Ensure that local partners and other relevant stakeholders are engaged in appraisal for and/or with ACTED are trained and given advice in participatory approaches, minimalizing biais, and other key methodologies for information gathering;
– Work with base and field staff to help design and improve adapted participatory appraisal mechanisms for the projects implemented in the country;

4. Departmental Follow-up
– Assist AME Manager with the functional management of AME staff in cooperation with Area Coordinators and Base Managers and ensure fluid communication of the AME team with Project Managers;
– Follow up work plans and field assessments follow-up and reporting ;
– Prepare monthly financial forecast for the AMEU
– Work with the administrative departments to ensure that procedures are respected;
– Solve problems and give professional guidance, specially for interns / volunteers;
– Communicate regularly to Programme Managers and Coordination on all activities;
• Assist the AMEU Manager and/or Country Director in any other tasks.

IV. Qualifications
• University Degree in Public Administration , International Affairs, or a related field preferable.
• Excellent written and verbal communication skills
• Previous experience with community development , economic/agricultural development , and/or
• Participatory Rural Appraisal methodology
• Experience establishing and/or working with community groups desirable
• Knowledge of and experience in field-based data collection methods
• Design, Monitoring and Evaluation experience in humanitarian/development settings
• Relevant local language and/or regional experience highly desirable
• Willingness to live and work in an insecure environment

V. Conditions:
• Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
