We are looking for: A FOOD SECURITY AND LIVELIHOODS COORDINATOR
Country: AFGHANISTAN – Kabul
Length of Contract: 1 year
General objective: To advise and strategize Food Security and Livelihoods interventions (including Emergency & Food Assistance) for ACF Afghanistan

Responsibilities:
To be the reference person for the FSL programmes
– To define the medium- and long-term policy, orientations and objectives of the FSL programmes in Afghanistan
– To ensure the overall management of the FSL team
– To have a proactive role in the promotion and the preparation of new ideas, concepts, methodologies
– To lead the writing of all FSL proposals after having identified clear needs with the field teams and potential donors
– To ensure that new projects are in line with the national, ACF and FS cluster policies and are properly integrated into the overall ACF programme in Afghanistan.
– To understand and follow up the different FSL budgets and expenditures
– To follow up the FSL human resources collaboration with the HR manager, administrators and program managers
-To ensure representation of ACF in Afghanistan through various coordination group meetings and partners
– Meet the different actors of FSL to share experiences, lessons learnt and get information on innovative solutions
– Participate in technical workshops and technical working groups meeting at Kabul and provincial level
– To develop and strengthen the relationships between ACF and the provincial offices of MRRD and MAIL, and to make sure all ACF FSL programmes include a strong and efficient MRRD cooperation
– Meet Donors to support and fund the department’s strategy

Development and implementation of the FSL strategy and programming (in collaboration with CD)
– To analyse the humanitarian context in Afghanistan, and the Food Security situation.
– To analyse ACF programs data and capitalize on former experiences
– To identify and propose ideas/fields of intervention for ACF positioning and strategy –new programs, pilot projects, new geographical areas of interventions
– To conduct and lead food security assessments during growing emergencies

To ensure the coherence and coordination between the different ACF programmes in Afghanistan
– To develop the integration of FSL, Nutrition and WASH, especially in rural areas
– To actively participate in the ACF co-ordination meetings.
– Whenever required by the circumstances preparation of and participation in rapid assessments. – To promote national recruitment, local partnership, capacity building mechanisms and research wherever it is possible.

Qualification and previous experience:
Agriculture-related degree Four to five years relevant experience in food security & livelihoods and project cycle management Knowledge of main donors’ guidelines English – fluent written and spoken

Status:
Employee
– Fixed-term contract, provided by ACF according to the French labour law.
– Total average yearly gross income: from 41160 € to 47160 €
– Food and housing: 1000 € / month average
o Per Diem : 210 € / month average
o Support to the R & R costs : 110 € / month average
o Transportation costs to and from the mission : 460 € / month average
o Monthly gross salary ranging from 1650 € to 2150 € (Net: from 1518 € to 1978 €) depending on relevant experience (possibility to increase up to 2750 € gross (2530 € net) according to seniority and performances)
– 25 days of annual paid leaves
– 20 days of R & R per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission)
