Eligibility:-Applicants should have an MSc in public administration, political sciences, or science and technology studies, and be motivated to investigate in a reflexive and politically conscious way the complexities of the technological culture we live in.
-Applicants should have excellent qualifications for academic work (high grade point average, good or excellent grade for the MSc thesis).
-The topic of the research is Dutch flood risk management, and consequentially many policy documents in particular will only be available in Dutch.
-A good (passive) mastery of the Dutch language therefore is essential.
-Delft University of Technology is a bilingual organisation.
-A good command of English (written and spoken) is also essential.

Scholarship Description: Multi-functional flood defences provide not only flood protection but also opportunities for housing, recreation, ecology, transport, etc. In the Netherlands, the transition to innovative, multi-functional flood defences brings their design and realisation well into the realm of multi-level and multi-sectoral governance and finance. This PhD research project therefore focuses on the whole set of arrangements and procedures through which innovations from science and technology are guided. Dutch decision makers aim for an adaptive flood risk management with respect to technology, technical standards and measurements, allocation of institutional authority and responsibility, and public participation. This calls for technological and institutional innovations, but implementing these is complicated: both engineers and decision makers often perceive their intended co-production of new knowledge and new policies as frustrating, sluggish and laborious.
