The U.S. Embassy in Beijing is seeking an individual for the temporary position of Economic Specialist with the Economic Section.

BASIC FUNCTION OF POSITION
Research, analyze and monitor economic and policy developments and trends that affect foreign investment in China and Chinese investment in the United States. Promote bilateral cooperation at the sub-national level by engaging with Chinese provincial and municipal governments and analyzing and reporting on areas of potential cooperation. Support events and visits related to the Strategic and Economic Dialogue (S&ED) and other related bilateral fora. Develop and maintain contacts with Chinese government officials that have responsibility for economic-related issues and with influential economists in academia and think tanks. Also develop and maintain industry contacts that have a broad overview of China’s economic decision-making process and/or influence on China’s economic policy makers. Negotiate details of and accompany officers and visiting delegations to meetings, serving as note-taker and interpreter as necessary to facilitate communication. As necessary, backup colleagues following state-owned enterprises, competition policy, and China’s third-country economic relations.

REQUIRED QUALIFICATIONS
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position’s required qualifications, will not be considered for this position.

Education:
At minimum, a four-year university degree in a field related to economics, marketing, finance, business administration, accounting, law, or international relations is required.

Experience:
Minimum 4 years of experience in economic or business research and analysis, international trade, government relations or commercial business is required.

Language:
Level IV (Fluent) speaking/reading/writing in English is required.
Level IV (Fluent) speaking/reading/writing in Mandarin Chinese is required.

Knowledge:
Thorough understanding of Chinese and U.S. government institutions and of economic and finance terminology, business practices in the United States and China as well as World Trade Organization (WTO) rules and practices and of China’s WTO accession commitments, with knowledge of China’s regional trade, economic relationships, investment and technology strategies, policies, priorities, statutes and regulatory structures and procedures.

Thorough understanding of economics, including knowledge of international trade and investment mechanisms and terminology, basic statistics concepts and knowledge of relevant U.S.-China bilateral trade and investment issues.

Abilities and skills:
The successful candidate should possess excellent Chinese reading skills, such that she or he can read Chinese press and official notices, regulations and laws relating to investment, Chinese trade policy and implementation of China’s WTO accession commitments with the ability to converse with ease in both English and Chinese on economic and trade topics and prepare factual and analytical reports in the English language on regulatory, industrial and economic topics as well as the ability to develop and maintain a range of working and some senior level contacts in governmental and private sector circles.

SELECTION CRITERIA
When equally qualified, U.S. Citizen Eligible Family Members (US EFMs) and U.S. Veterans who are legally residing in country will be given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA
All completed applications received by the closing date will be reviewed by HR to determine which applicants meet the advertised position’s required qualifications. When appropriate, the HR Office will administer necessary skill testing, such as typing, to confirm an applicant’s qualifications.

Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

Current LE Staff employees are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

Current Ordinarily Resident (OR) employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

Current U.S. Citizen EFM employees who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

Current Not Ordinarily Resident (NOR) employees hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

Ordinarily Resident applicants or applicants without a U.S. social security number will be paid according to the Local Compensation Plan in local currency (RMB). There are no exceptions to this regulation.
