Purpose:
Under the general supervision of the Chief of Operations, you will ensure the efficient provision of administrative and finance services in the following areas: accounting control, recording, reporting of assets, liabilities and income. Monitor the appropriate disbursements of funds and payments in accordance with established financial rules, regulations and procedures.

Qualification:
University Degree in Accounting, Finance or Business Administration.
* At least three years of experience in Financial Management, Administrative functions in UNICEF, or any other UN organization/Agency, Corporation or business enterprise. Fluency in English and another UN language will be an asset. Knowledge of Chichewa language an advantage.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Key Expected Results:
1. Under the supervision of the Operations Officer provide advice, direction and management control on all administrative, financial and accounting matters to the Office.
2. Control and operate bank accounts in accordance with UN/UNICEF financial rules and regulations and local banking practices. Provide up-to-date information on the cash position or status of such accounts, and initiate the replenishment of the accounts in line with laid down regulations and procedures. Supervise the timely preparation of monthly bank reconciliation statements.
3. Monitor financial transactions and accounting reports, and reconciliation of accounts and review budget status reports to ensure accurate and timely provision of financial information. Prepare required periodical reports and statements for NYHQs and the Head of Office, ensuring that the set deadlines are met. Manage the Office Support Budget.
4. Ensure efficient and effective services are provided to the Office in the areas of travel, maintenance of office, equipment, including vehicles, security and office supplies.
5. Monitor compliance with all operational systems and procedures. Establish internal controls. Ensure accuracy, promptness and appropriateness of information and reports to Head of Office and HQs.
6. Certify the timely and accurate processing and recording of disbursements and payments e.g. travel claims, payroll, MIP claims, pension fund, rental advances and petty cash in accordance with the established rules, regulations and procedures and within budgetary limits. Also ensure the timely recovery of advances to staff members and any accounts receivable.
7. Ensure an effective inventory system for non-expendable items is put in place; determine and maintain proper inventory/re-order levels of expendable items; and authorize issuance of expendable and non-expendable items.
8. Participate in Office mandatory committees and act as resource person for the PSB committee.
