Technical Assistance for Development of the Public Financial and Economic Management Reform Programme for Malawi (PFEMRP)

Position: PFM specialist – senior expert
Location: Malawi

Objective of the project:
The overall objective of this evaluation is to assist GoM in determining its PFM priorities and developing PFEM RP implementation documentation and preparing the Project Appraisal Document (PAD) for the mobilisation of donor support.

Specific objectives
• The specific objectives of this assignment are
(a) identifying, prioritising, sequencing and costing of the activities;
(b) preparing the Project Appraisal Document (PAD) in the prescribed format with log frame, cost tables, TORs for identified consultancies required, procurement plan(s) and training plan(s) and other related documentation considered necessary for the implementation of the PFEM RP; and
(c) develop a comprehensive PFEM RP Monitoring and Evaluation (M&E) framework. The experts must possess the technical and administrative capacities necessary to give an informed opinion on the tender evaluations, in regard of the relevant EU rules.

Qualifications required:
Qualifications and skills
• A Masters Degree or equivalent level of qualification in Accounting, Finance, Economics or Development studies relating to PFM; Demonstrated experience in the successful project implementation; and
• Excellent command of the English language.

General Professional Experiences Required
• At least 10 years of solid work experience of which 5 years expertise in PFM preferably in upstream budget issues or resource mobilisation issues;
• c) Demonstrated knowledge and experience in PFM project preparation and implementation; and
• d) At least one expert should have good knowledge of the government procurement aspects and global good practices in public sector procurement.
• e) At least one expert should have good knowledge of local revenue mobilisation; and
• f) At least one expert should have good knowledge of planning and budgeting issues.

ASSETS
• Collectively, the team will have experience which is complementary to ensure enough coverage of the PFM reform areas such as planning, resource mobilisation, budget process, preparation and execution, public accounting, public sector procurement, supreme audit institution functioning, legislative scrutiny etc.
