Livelihoods Officer Job Vacancy in Uganda at Northern Uganda Social Action Fund (NUSAF2)

The Government of Uganda has received a credit from International Development Association/World Bank towards the cost of the Second Northern Uganda Social Action Fund (NUSAF2) Project and intends to apply part of the proceeds to payment for a contract for the selection of individual consultants for the positions outlined below. Selection will be conducted in accordance with the World Bank’s Guidelines: Selection and Employment of consultants by World bank borrowers (Current Edition)

TITLE: LIVELIHOODS OFFICER (KARAMOJA)
Reports to: Livelihood Specialist-Planning
Duty Station: Moroto
Appointment: Contract of two years renewable

JOB PURPOSE
To assist in providing strategic direction and systematic planning, implementation, monitoring and supervision of NUSAF2 Project activities under the Livelihood Support (LIS) component in Karamoja sub region,

KEY RESULTS AREAS:
Livelihoods planning
Implementation support to district, sub-county and community level stakeholders
Networking an collaboration with relevant development partners
Reporting on Project activities

SPECIFIC DUTIES AND RESPONSIBLITIES
Prepare annual and quarterly work plans and budgets for the Livelihood Investment Support Component for the sub region
Ensure high quality and innovation in the development and refinement of livelihood strategies for the target beneficiary communities.
Provide technical guidance and support to the Project implementation team and other development partners in beneficiary targeting, enterprise selection and implementation in the sub region.
Monitor the progress in the implementation of Project activities under the Component to ensure adherence to implementation guidelines, targets, time schedules and sector standards and norms in the sub region.
Develop linkages with relevant stakeholders and evolve their participation with effective use of relevant community based participatory tools.
Participate in the development of the plan for component-related capacity enhancement for Project implemented and beneficiary communities in the sub region
Participate in the preparation and review of Project implementation guidelines , handbooks and manuals
Advise the Livelihood Specialist-Planning on performance improvement measures and resolution of implementation bottlenecks under the Component in the sub-region.
Participate in the review of subproject requests submitted by the Districts in the sub region to ensure accuracy, completeness, viability, sustainability and compliance with relevant sector norms and standards before financing.
Prepare quarterly progress reports on Project activities under the Livelihood Investment Support component in the sub region.
(xi) Undertake any reasonable duties as may be requested from time to time.

Job requirement
PERSON SPECIFICATION
Honours degree in Economics, Project Planning and Management, Development Studies, Rural Development, Agricultural Economics, Agri-Business, Entrepreneurship or a related discipline. A post graduate qualification in any of these areas will be an added advantage.
At least 3 years progressive practical experience in project implementation and management in community based development programmes.
Solid understanding of community development and participatory approaches.
Excellent computer skills (in micro-soft excel, micro-soft word and micro-soft power point applications)
Ability to work with minimum supervision.
Strong analytical and report writing skills
Strong ability to transfer skills
Good interpersonal relationship and excellent communication skills
Sensitivity to culture
Experience in working with communities in Karamoja and knowledge of Ngakarimojong will be an added advantage
