Head Finance and Administration Job Vacancy in Uganda at National Planning Authority (NPA)

The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). It is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans. Following the review of the Strategic Plan and the Organization Structure, new positions have emerged. In this regard, the Authority is desirous of filling those positions.
JOB TITLE HEAD FINANCE AND ADMINISTRATION (1. POSITION)
Reports to: The Executive Director

Main Function:
This is a managerial position where the Head will be responsible for managing the Finance and Administration Division of the Authority.

Specific Duties and Responsibilities:
The Officer will be responsible for:
1. Heading, directing and managing the Finance and Administration Division;
2. Establishing and maintaining efficient and effective financial planning, accounting, budgetary and internal control systems;
3. Establishing and maintaining an efficient transactions systems and ensuring timely payments and collection of receivables
4. Ensuring timely production of statutory accounts and financial management reports
5. Providing Management and the Board with professional advice on matters relating to the Authority’s accounting, budgetary and Internal control procedures.
6. Implementation of the decisions made by management and the Board regarding accounting, budgetary, payments and internal controls.
7. Maintaining an effective liaison with other heads of divisions to ensure compliance with accounting, budgetary and control, systems.
8. Establishing and maintaining an efficient risk management
framework
9. Supervise the Human Resource Section;
10. Cooperating fully with the internal and external auditors for the execution of timely audits.
11. Performing any other duties as assigned by the Executive Director from time to time.

Key Result Areas (KRA)
• Timely production of Statutory Accounts
• Produce Work plan for the division
• Conduct Recruitment, appraisal and retention of staff
• Prepare reports including operational and risk management, to management and the Board

Remuneration
Remuneration to all. the above positions will be attractive and commensurate with the responsibilities attached to them.

Job requirement
Personal Specifications / Qualifications
• The Manager must have the following qualifications:
• Holder of an honors Degree in B.Com; or BBA plus full professional qualification in ACCA or CIMA or CPA; with a Masters Degree in Business Administration from a recognized University.
• Full professional qualification Membership to a Professional Accounting body (ICPAU).
• A minimum of 7 years post qualification working experience in public sector and managing an Accounting /Financial function at senior management level, in a large and reputable organization.
