Job Background /Summary:
Catholic Relief Service is seeking a Senior Monitoring and Evaluation Officer for a USAID funded integrated livelihoods and rural finance program in Rwanda. This is a Rwandan national staff position only. The program will focus on expanding economic opportunities through strengthening supply and demand of rural finance products and services, and increasing consumption of nutritious food. The program will engage a wide array of partners, including rural savings groups, entrepreneurs, microfinance institutions, and other local and international NGO partners. The Senior Monitoring and Evaluation Officer will oversee and guide all M&E activities for the program. S/he must effectively manage relationships with CRS and partner staff to establish and oversee comprehensive M&E systems for the program. S/he will also serve as the point person for M&E with the donor, and be responsible for coordinating and preparing all required reports.

This position is contingent on donor funding.

Key Responsibilities:
A. Planning/Development:
1. Design, lead and manage participatory processes to establish the program Performance Management Plan (PMP) and systems to manage the PMP
2. Lead and support country programs and partner staff in the coordination and implementation of all M&E activities

B. Program Support/Technical Assistance:
1. Serve as the M&E technical lead for CRS and Consortium partners
2. Lead design and implementation of surveys, assessments, studies, and evaluations for Livelihoods Program, in collaboration with Consortium partners
3. Engage partners in participatory M&E processes
4. Supervise the establishment and management of a program database
5. Collate and analyze data from program databases to produce program dashboard to ensure overall program and management quality
6. Ensure deliverables are accurate, complete, and submitted to the donor timely manner
7. Ensure that all partners and field teams have access to and receive M&E data as necessary

C. Communication/Information Management:
1. Develop good working relations with partner organizations. Exchange information and experience and contribute actively to an M&E learning community within CRS and among partner organizations
2. Serve as the primary M&E point of contact for USAID/Rwanda
3. Contribute to efforts to enhance CRS agency M&E systems and standards
4. Support and contribute to CRS regional M&E efforts as necessary
5. Communicate and disseminate information on CRS standards, policies, practices, and indicators; coordinate with M&E staff in other country program in developing best practices and sharing lessons learned
6. Take the lead in the establishment and maintenance of mechanisms for capturing, analyzing, reporting, sharing and applying M&E findings, information, lessons learned, and best practices among CRS and partner staff

D. Supervision and Coaching
1. Guide, support, and supervise CRS Livelihoods Program M&E team members and manage their performance
2. Identify training needs for M&E staff under his/her supervision and support the development of building capacity in M&E skills through CRS trainings, non CRS trainings, exchange visits, including TDYs within or outside of Rwanda and/or use of e-learning

Key Working Relationships:
Internal: Country Representative, Head of Programs, Chief of Party, Senior Behavior Change Specialist, Unit Heads for M&E, Livelihoods (agriculture and microfinance), and Health/Nutrition
External: Local government, consortium partners, USAID, other local and international organizations, and consultants working in M&E

Qualifications:
1. Rwandan citizenship
2. Graduate degree and minimum of six years experience supporting multi-agency M&E systems
3. Experience working in one or more sectors including, livelihoods, rural finance, micro-finance, agriculture, nutrition, and social marketing preferred
4. Experience in data base establishment and management
5. Thorough familiarity with the principles and current approaches to M&E using both quantitative and qualitative methods.
6. Demonstrated M&E field experience; skilled in collecting, manipulating, synthesizing and analyzing data
7. Ability to conceptualize, perform and direct research and writing of technical documents in English and in French
8. Understanding of donor expectations and trends for M&E
9. Demonstrated ability to lead and work effectively with partners, and transfer knowledge to diverse audiences through workshops, training, meetings, and participatory methods
10. Excellent analytic and computer skills; skilled in MS Office including Word, Excel, Outlook, PowerPoint and Access
11. Experience with management information systems and project management.
12. Demonstrated ability to supervise staff
13. Ability to work both independently and in a team
14. Willingness and ability to travel approximately 20% of time within country
15. Professional proficiency in English and French required
