Programs Manager tor Uganda Regional Coordination
VSF works in Uganda since 1990, particularly in the Teso region. With its work VSF aims to:
• Contribute to the endogenous agricultural development of rural communities through increased access ID resources and promoting local production models.
• Strengthening rural community organizations, VSF counterparts and other local stakeholders.
• Raising awareness on the structural causes that undermine the right to food in rural communities and promote changes to local and regional level based on the achievement of the development model of food sovereignty
• The Programs Manager will be part of the Uganda VSF team, whose office is in Soroti, and will be responsible for coordinating the technical team composed of 3 people and report to the Regional Coordinator, Functions:
• To identify, develop, implement and evaluate the programs and strategies developed by the CRU, ensuring gender mainstreaming.
• To coordinate, develop and manage the technical team of the Uganda RC.
• To give strategic and methodological support to the technical team of the Uganda RC, in the project cycle (identification, baseline development monitoring, evaluation and accountability to the co-financiers).
• To ensure the quality in the design of the forms, monitoring reports and ending of programs according to the VSF criteria and co-financing requirements.
• Provide and ensure the implementation of monitoring systems and evaluation of the programs actions.
• Implement the necessary tools to provide a proper system of technical and financial control of programs.
• To advise, build capacities and assist the technical team of the URC in the implementation and monitoring of interventions and programs of local partners.
• Supervise the audits and external evaluations of the programs and interventions,
• To follow-up with the technical team, the schedule of actions, planning, reporting of payments and reports from local partners.
• To participate in the development of the Strategic Planning and the Operational Planning of the Uganda Regional Coordination.
• Preparation of the monitoring and final reports (technical and financials) and funding applications
• Follow up and give support to the partners and projects developed by VSF in Uganda, both in their specific area (Rural development needs) and organizational and strategic aspects.
• To participate in the URC team and local organizations trainings.
• Active participation and support to the responsibilities and tasks of the Coordination: meetings for, discussions and planning, preparation of monthly reports, systematization of experiences, .organizational learning, etc.
• To identify and suggest partners and allies of the programs and / or areas of intervention.
• To systematize the experience of VSF and local partners in their areas of action for the institutional learning and dissemination.

Job requirement
• Requirements:
• University degree related to the job.
• Educational background in cooperation and coordination of projects or programs, especially in the project cycle (identification, baseline development, monitoring, evaluation and accountability to the co-financiers).
• Experience in international cooperation in the field and development of rural projects or programs.
• Knowledge and experience in team management and capacity development.
• Knowledge and motivation for political processes that defend food sovereignty.
• Knowledge about gender approach and its practical implementation.
• Work experience in writing reports and co-formulations.
• Expertise and experience in programs identification, formulation, monitoring and evaluation.
• Mandatory. Spoken and written English and Spanish.
• Good command of office tools (Excel, Word) and emailing.
• Communication skills and ability to share knowledge easily.
• Good human relationship and respect for different cultural contexts.
• Motivation to learn from rural communities.
• Ability to integrate and work in teams.
• Ability to adapt to unstable work environments and conflict zones.
• Planning and organization skills
• Mandatory driving license.
• Availability for periodical travels within the area.
• Valuable experience in diagnostic and evaluations studies with participatory methodologies.
• Work experience in designing and facilitating training courses, developing framing manuals and popular education methodologies.
• Knowledge of a native Ugandan language.
• Work experience and knowledge of peasant’s organizations and movements in African continent
• Knowledge of socio-political context of Uganda and the political processes that have occurred in recent years.
