Background and Objective of the Recruitment
In line with the vision 2020, the Government of Rwanda has set in its Strategic Plan the target to increase access rate to electricity from the less than 15% to 50% by the year 2017 to serve as an engine for socio-economic development of the country. Power supply is and will be developed from all possible sources of energy in the country; from hydropower resources, Methane Gas of the Lake Kivu, Geothermal and Peat Resources etc.

It is expected that a cumulative total installed capacity of 1000 MW will be achieved by 2017 developed from the above mentioned energy sources.
The implementing agency for Energy Projects and Programs currently the Ministry of Infrastructure is facing shortage of capacitated human resources. It is in this regard that the Ministry of Infrastructure is looking for self motivated local experts, in different fields in order to occupy different posts available in the Energy Sector in order to join and complement the existing team.

TITLE: CHIEF HYDROPOWER ENGINEER (CHE)
A hydropower engineer with at least 15 years of experience in hydropower planning and design of hydropower schemes, including least cost-optimization for generation and power generation planning tools.
Key Responsibilities: Overall coordination, management, oversight and execution of the hydropower activities within the divisional jurisdictions including but not limited to delegating authorities to the subordinates.

Administrative Responsibilities:
Co-ordinate all the key activities of the division to be directed under EWSA Management
Keep abreast of hydropower developments and monitor the day-to-day operations of the division
Prepare Terms of Reference of division staff for authorization by the EWSA management
Supervise, Coordinate, liaise and communicate with other division staff (provided in section A) on their various activities

Divisional Management Responsibilities
• Regularly inform and consult with the EWSA management as well as mother Ministry about the progress of the hydropower division.
• Fulfill the administrative procedures related to the division management,
• Maintain a close working relationship with all the major stakeholders of the hydropower subsector in the country.
• Organize and participate in divisional related meetings, conferences, workshops, and regional and international visits.
• Secure support for national activities on hydropower projects and provide direct and indirect supervision and technical support, with an emphasis on implementing hydropower projects pilot projects. Follow-up with contracted experts and ensure satisfactory and expeditious completion of experts’ tasks.

Financial and Monitoring Responsibilities
• Monitor overall resource allocation and utilization for the division activities implementation
• Develop, review and oversee implementation of project work plans to monitor major project implementation activities
• Monitor and evaluate all activities including analyzing difficulties experienced and taking remedial action
• Prepare or review various divisional administrative reports, e.g. periodic progress reports, technical contractors terminal reports, and, as requested, hydropower projects status reports, monitoring and evaluation reports, fiscal reports and briefing

Technical Responsibilities
• Facilitate and coordinate the conduct of hydropower master plan studies for the country
• Leading conceptual and feasibility Studies of hydroelectric projects Leading and performing the preparation of preliminary and final design of hydropower plants; including development, rehabilitation and upgrade of existing facilities
• Carries out analysis, design and development supervision of structures associated with hydroelectric power projects, such as dams, intakes and outlets, powerhouses, spillways, foundations, etc
• Undertakes studies on wide range of water resources development, such as hydrological studies to estimate river flows and floods Undertakes operational studies to evaluate river flow and hydropower production, and economic studies to evaluate alternative projects and to optimize overall project configuration.
• Working with different consultants in appreciation and approval of designs and drawings of different step in development of hydropower plants.
• Working with a multidisciplinary team of engineers and technologists to execute projects within budget and on schedule.
• Technical Management responsibilities; such as work scoping and planning, preparation of project cost estimates, performance monitoring, client interaction; etc
• Provides technical support in the negotiations of agreements in hydro power projects; such as water use agreements, power purchase agreements, etc.
• Advises the ministry and the agency in any matter related to implementation and development of hydropower sector.
• Participate in developing budget requirements and action plans for hydropower projects

Qualifications:
Education: MSc in degree qualification in Civil Engineering, Hydraulic Engineering, Electro-Mechanical Engineering or Hydropower Development with emphasis on hydropower planning and development. MBA holder will be an added advantage to the candidate.

Work Experience: At least 15 years of relevant working experience in hydroelectric power projects development and management.

Other Skills: Good working knowledge of computer packages *preferably: MS Word, MS Excel and MS PowerPoint; Excellent communication/oral presentations skills, networking and intercultural relations skills that includes ability to interact with the project developers, investors, policy makers, media, financiers and development agencies is essential.
