RTI International is seeking a Finance Manager for a USAID-funded education project in Rwanda. The project will support the Ministry of Education (MINEDUC) in strengthening early grade literacy in Kinyarwanda and English and early grade numeracy, teacher development and learning outcome assessment. Based in Kigali, the Finance Manager will manage the administration of the program and assume overall financial control, including compliance with USAID rules and regulations. This position is contingent on RTI being awarded the anticipated cooperative agreement.

Responsibilities and Duties:
• The Finance Manager will be responsible for fiscal control, commodity procurements, and will lead a team responsible for ensuring that appropriate systems and procedures for payroll, cash management, vendor payments, budgeting, and other issues related to financial management.
• Ensure the proper budgeting, disbursement, accounting, and reporting of project funds in a cost effective and timely fashion, and adhere to prescribed internal controls.
• Provide on-demand analysis to the Chief of Party on all project expenditures and financial impacts on program delivery.
• Prepare and submit monthly financial statements (including expenses, receivable and payables, funds requests, reconciliations) and other reporting requirements to RTI’s head office within the designated time period; implementing, consolidating and monitoring cost effective and efficient systems (including accounting software) and procedures with strong internal controls; coordinating the tracking of finances related to grants; and preparing other financial and cost accounting reports, operations and analysis as required by management and RTI head office.

Required Skills and Qualifications:
Bachelors and ten years of experience in the accounting/finance field;
5 years managerial experience; and proficiency in MS Excel. Knowledge of QuickBooks is desirable. Experience with managing USAID funds and knowledge of USAID regulations preferred.
